MINUTES OF THE MEETING OF THE MAYOR’S YOUTH ADVISORY COMMITTEE HELD ON THURSDAY, JUNE 14, 2023 IN THE PINETOP-LAKESIDE TOWN HALL LOCATED 325 W. WHITE MOUNTAIN BLVD., LAKESIDE, AZ 85929 A. Call to Order: Member Smithson called the meeting to order at 10:12 a.m. Pledge of Allegiance: Member Smithson led the Pledge of Allegiance. Roll Call: The following members were present: Grace Smithson Treasurer Brooke Horne Secretary Rain Dimaliwat Member Jesse Stroup Member Jackson Woods Member Also present: Mackenzie Valichnac Deputy Town Clerk Malaina Spillman Assistant to the Public Works Director Keith Johnson Town Manager B. Consent Agenda B.1 Consider approval of the Minutes of the Regular Meeting of the Mayor’s Youth Advisory Committee held on May 11, 2023 Minutes of MYAC meeting held on Member Dimaliwat moved to approve the following minutes: Mayor’s Youth Advisory Committee Regular Meeting May 11, 2023. The motion was seconded by Member Woods and carried unanimously with a 5-0 vote. C. New Business: C.1 Discussion, Election and Legal Action for New MYAC Officers for FY 2023- 2024. Member Horne nominated Grace Smithson for Chairman. The motion was seconded by Member Stroup and carried unanimously with a 5-0 vote. Member Smithson nominated Jesse Stroup for Vice Chair. The motion was seconded by Member Horne and carried unanimously with a 5-0 vote. Member Horne nominated herself for Secretary. The motion was seconded by Member Dimaliwat and carried unanimously with a 5-0 vote. Member Horne nominated Jack Woods for Treasurer. The motion was seconded by Member Dimaliwat and carried unanimously with a 5-0 vote.  Member Smithson nominated Rain Dimaliwat for Historian. The motion was seconded by Member Horne. E. Public Comments: There were no public comments. F. Adjournment: There being no further business at this time, the meeting was adjourned at 10:21 am. Consent Agenda B.1 Discuss and Review MYAC Bylaws. MYAC members read the most recent edition of MYACs bylaws to ensure they are followed during the 2023-2024 term. Members also looked for grammatical corrections. B.2 Discuss and Review Open Meeting Law. Deputy Clerk Valichnac shared a presentation and spoke about meeting etiquette, open meeting law violations, and Robert’s Rules of Order. Members practiced approving items from the March 16, 2023 town council meeting. B.3 Discuss and Review Council-Manager form of Government. Town Manager Keith Johnson shared a presentation and spoke about council-manager form of government. The mayor and the council make policy while the manager and staff implement policy. B.4 Discussion Regarding Arizona League of Cities & Towns Annual Conference, August 31st.  On Wednesday, August 30th, MYAC will attend the 2023 League Annual Conference in Tuscon. Members will leave after school on August 29th and will stay overnight in Tuscon. They will travel back after the conference on August 31st. Members must know if they will be able to attend by the MYAC meeting on August 10th, 2023. B.5 Discuss Goals and Priorities for 2023-2024. Member Horne suggested MYAC members could clean up the Pinetop cemetery. A main project for MYAC will be a food drive for the backpack snacks program. Member Smithson will provide flyer and Ms. Spillman will provide boxes for the donations. September 21st is the approximate date of when MYAC will run the Town Council Meeting. On July 6th, there will be a town council meeting at 6pm where MYAC members will be ratified. The attendance of MYAC members is not mandatory. C. Public Comments: There were no public comments. D.
