Curtis Patterson offered the Invocation. B. Call to the public Mayor Irwin called for public comments. Library Manager Betsy Peck invited the Council and members of the public to the event, Work Songs of Arizona, on August 31St in the Council Chambers. The presenter, Dr. Jay Cravath, is a song writer and entertainer. The event will be about Arizona history, especially rural Arizona communities. This is a free event that is open to all members of the community. C. Consent Agenda Mayor Irwin announced consideration of the Consent Agenda and explained that all items listed would be acted upon by a single vote of the Council, unless a member of the Council asked that specific items be removed from the Consent Agenda, discussed, and voted upon separately. Council Member Beus moved for passage of the Consent Agenda. Page 3 Mayor Irwin then declared that all Consent Agenda items in these minutes were approved, passed, and adopted with a 5-0 vote. C.1 Consider approval of the Minutes of the Town council Meeting held on August 4, 2022. By a unanimous vote under the Consent Agenda, Town Council approved the minutes of the Town Council Meeting held on August 4, 2022. D. Business Before the council Mayor Irwin announced that Public Comment will be taken at the beginning of each agenda item, after the subject has been announced by the Mayor and explained by Staff. Any citizen, who wishes, may speak one time for flve minutes on each agenda item before or after Council discussion. Questions from Council Members, however, may be directed to staff or a member of the public through the Mayor at any time. D.1 Presentation and update from TRACKs and the Tour of the white Mountains mountain bike race Council Member Snitzer wished Nick Lund a happy 80th birthday. Council Member Snitzer stated that Nick was a part of creating the 200-mile hiking trail system. Mr. Lund was responsible for the addition of the trail markers every quarter mile on the trails. These allow for a more efficient response during an emergency. Council Member Snitzer thanked Nick for all that he has done for TRACKS. Mayor Irwin presented Nick Lund with a certificate to thank him for his dedication to TRACKS. Mayor Irwin invited Joya Szalwinski with the Forest Service to speak. I would like to acknowledge Nick's enduring efforts to protect resources through responsible recreation. We have a certificate of appreciation that states , `Nick Land, your effbrt to enhance the White Mountain Trail Systems exemplifies the essence Of what it means to be the change you wish to see. Thank you f;or your selfoess and contirmous volunteering services . " Nick Lund stated that TRACKS is the group that the Forest Service authorizes to build and maintain the trail system. Mr. Lund mentioned that Google Maps did not Minutes Of the Town Council Regular Meeting -August 18, 2022. Page 4 have the White Mountain Trail Systems, so as a Google Guide he recommended the trails. There are now over 90,000 hits on the White Mountain Trail System. Mr. Lund stated the importance of the white diamonds every quarter mile on the trails. After creating the GPS locations of each diamond Nick went to the emergency responders and gave this information to them. This has lowered response time. Mr. Lund added that they are in the process of finalizing a grant to get ramp gates placed at all of the gates on the trails. The ramp gates allow people to go through fences without having to open and close gates. Mr. Lund explained that there is also another grant that will allow TRACKS to create a short-cut trail on the Blue Ridge trail that is 9.5 miles. Mr. Lund stated that there is a great opportunity for the Town to host National Interscholastic Cycling Association events and that Matt Patterson is working on creating a trail system to accommodate that. Mr. Lund finished by talking about the Tour of the White Mountains bike race which should have around 1,500 participants this year. Mayor Irwin asked if volunteers are needed for the Tour of the White Mountains bike race. Nick Lund confirmed that volunteers are always welcomed and anyone who would like to volunteer can contact him for more information. D.2 Recognition of Guy Willis and Linda Walker for their support to the PinetoplLakeside Police Department during Fiscal Year 21/22. Police Chief Dan Bames acknowledged Guy Willis and Linda Walker, retired police department employees. They came back to assist the police department during staffing changes. Their knowledge of procedures and assisting with training new staff was extremely valuable. Chief Bames expressed his gratitude and awarded certificates of appreciation to Guy Willis and Linda Walker. D.3 Consider Resolution No. 22-1631 declaring and adopting the results of the Primary Election held on August 2, 2022. Deputy Clerk Valichnac presented the Official Results of the Primary Election. Council Member Snitzer motioned to approve Resolution No. 22-1631 to adopt the results of the Primary Election, Council Member Watson seconded the motion and by a show of hands the following vote was recorded: Minutes of the Town Council Regular Meeting -August 18, 2022. D.4 Public Hearing and consider approval of Resolution No. 22-1632 and Ordinance No. 22-450 amending Town Code Chapter 12.12 TOVVN PARKS. Public Works Director Matt Patterson stated they would like to update the park hours to be 5 a.in. to 10 p.in. instead of the previous hours set by the Forest Service. Another change is to allow camping in the parks, with Department approval, during special events for vendors who are staying with their equipment. Mayor Irwin stated that she would like to see something added to the Town Code that will preserve the natural 1andscaping during improvements in the parks added to the section. Director Matt Patterson agreed. Mayor Irwin asked for public comment. No comments were offered. Council Member Beus asked if they should wait to approve this until there is something added regarding park improvements. Mayor Irwin stated that the park hours need to be updated as soon as possible for the signs. Director Patterson agreed that the park hour update is needed right now. Director Patterson said that he would like more time to create an addition to the Town Code regarding landscape preservation to bring back to the Council. Council Member Beus moved to adopt Resolution No. 22-1632 approving the amendment of Town Code Chapter 12.12 Town Parks. D.5 Reports from council committee Liaisons and Town Manager. Council Member Krigbaum stated that Save Our Park had a meeting that was inconclusive about what they will do about the 10 acres between Mountain Meadow and Woodland Lake Park. Council Member Beus stated the Historical Society Museum will have their annual Milk Can fundraiser on August 27th at Lakeside Fire Department starting at 4 p.in. Blue Ridge Schools started August 2nd. Their upcoming events include a sex education hearing at 4: 15 before their school board meeting at 5 p.in. on August 23rd. Enrollment is down, most likely due to no longer providing transportation to students who reside outside of the district. The first home football game is on the 19th against Payson. Improvement projects include a new gym roof and AC units. There is a plan for a safety evaluation which includes unannounced active shooter drills. Parents will receive a message a few minutes prior alerting them of the drill. Blue Ridge has implemented a new curriculum for all grades. School lunches are no longer free for all students, now lunches are only free for the students who qualify. Council Member Watson had no report. Council Member Snitzer stated that TRACKS has been working on maintaining the trails, especially the trails that will be used during the Tour of the White Mountains bike race. The Rainbow Lake Irrigation group has been continuing to meet. The Nature Center will have a fundraiser selling beer at the Tour of the White Mountains bike race. The bird show continues to happen everyday at 3 p.in. and they are averaging 10-30 visitors. The Nature Center will have their annual fundraiser on September . Tickets are $50 per person and it is a Luau theme. Mayor Irwin stated that the Happy Tails auction with be held on Saturday, August 27th at the Orchard. The Jack Barker Golf Tournament will be held on September 17th at the Pinetop Lakes Country Club. The Arizona Game and Fish will have their Minutes Of the Town Council Regular Meeting -August 18, 2022. Page 7 commission meeting in the Town Hall Council Chambers on September 9th starting at 8 a.in. Town Manager Johnson stated that the Run to the Pines cavalcade of cars will be on September 23rd. The annual employee barbeque will be held on the same day. The Town will have a float in the Fall Festival parade on Saturday, September 24th. Mayor Irwin added that there is the Apache Navajo County Mayors and Council Members Association meeting that will be in Taylor on August 24th. The Council will be attending the Annual League Conference in the valley August 30-September 2nd. E.
