Item 1. Save our park presentation Eric Kramer of Save Our Park presented. Item 2. Discussion and presentation of the 2022 Community Engagement Survey. Marketing Coordinator Annie DeRosier presented results of the Community Engagement Survey. Discussion between Town Council and Staff. Item 3. Discussion of additional priorities from the Community Engagement Survey. Discussion of additional priorities between Town Council and staff. Items discussed Were: Research the effectiveness of speed monitoring signs and look for grant funding. Continue communication with ADOT for community needs regarding HWY 260 within Pinetop-Lakeside. Continued analysis of the Town Code. Facade Grant program and an increase in funding. Conduct survey with deeper focus on recreational development followed by a series of community meetings to create a plan for the future development of Mountain Meadow Recreation Complex. Investigate adding a cover to the stage at Jack Barker Memorial Park and open an opportunity to do small "music in the park" events on weekends. Adopt a Short Term Rental Ordinance. Acquisition of property to create a trail from the Moonridge area to Blue Ridge. Paved ADA Trail at Mountain Meadow Park Town is working with Sara Chudnoff through a grant for a Billy Creek Watershed Study. Pursue USDA Economic Development Grant. Implement a Business Partnership Packet containing information on marketing opportunities, business license information, sign regulations, tax information, and Fagade Grant information. Minutes Of the Town Council Work Session -Marcl. 8, 2023 Page 3 • Continue to improve and expand live broadcasting of public Meetings. • Creation of the Talk of the Town podcast to address community hot topics. • Expansion ofTalk of the Town email to include more information on Town topics. • Restructure ofwebsite for easier navigation. • Monthly community meetings with town council to facilitate open dialogue. Item 4. Strategic plan progress update. Tony Alba, Community Services Manager presented the Strategic Plan progress update. The following items were discussed: • Annexation • Establish partnerships to enhance Broadband. • Pursue Big Box Retailer. • Develop a staffing/Facilities plan. • PassHomeRule • Secure appropriate grants that support our strategic goals. • Strategy to improve access to affordable housing. • Address zoning issues that hinder revitalization efforts. • Multi-modal transportation connectivity. • CPAwforesthealth. • Construction of the new police Department building. • Identify and prioritize ROw acquisition. • Roadway improvements. • Traffic analysis and determine funding for woodland Lake traffic signal. • Review, update and possibly approve PARA study. • MMRc development work. • Develop a community center concert/Plan. • Enhance public safety. • Development ofa five-year Tourism Development plan. • Development ofa five-year Economic Development plan. • Design and implement a community Engagement plan. • Facilitate strategic intergovemmental and non-profit relationships and potential P3s. • Development ofa plan to enhance the Town's relationship with the business community. Discuss Annexation Town Manager Keith Johnson lead a discussion with Council and Staff on what Annexation would mean to the Police Department, Public Works and the Town in general. Mayor Irwin thanked staff for their work and all for attending the Work Session. There being no further business at this time, the Work Session was adjourned at p.in.
