April 4, 2024 . Page 4 D.4 Introduction and Updates from Summit Healthcare CEO, Jeff Comer. Jeff Comer, CEO of Summit Healthcare introduced himself and shared updates. Vice Mayor Beus asked if Summit Healthcare was planning on re-opening an Urgent Care in Pinetop. Jeff Comer stated that they are in the process of looking for a location that would work for urgent care. Mayor Irwin thanked Mr. Comer for presenting and welcomed him and his wife to the community. D.5 Consideration of Resolution No. 24-1705, Approving Funding for FY23-24 Chip Seal and Road Striping. Public Works Director Patterson shared that last years’ Chip Seal Project was successful and has held up well. Director Patterson stated that the Town will be using a Cooperative Purchasing Agreement to move forward with the Pavement Preservation Project. The dollar amount for this year is $395,449.46 and will include 106 square yards. Vice Mayor Beus moved to adopt Resolution No. 24-1705 approving funding for FY23-24 Chip Seal utilizing Pinal County Contract No. 234128TOQ, State Rental Contract CTR066395, Town Purchase Policy for additional equipment rental and basalt chips and utilizing Navajo County Pavement Markings Contract No. B22- 06-028 for striping Town roads; and authorize the Town Manager to execute all documents necessary to complete this transaction. Page 5 D.6 Public Hearing, Discussion and Consider Legal Action to Approve a Replat of the Woodland Pines Condominiums Recorded in Book 28 of Plats, Pages 15-17, as the 6.38 Acre Woodland Pines Townhouses Subdivision. Community Development Director Loyd stated that in 2007 this development was platted as condominiums and because of unfortunate circumstances, the project never got completed. Director Loyd shared that a fourplex on the northeast corner of the property was completed in 2022. Director Loyd said the major changes are listing the units as townhouses rather than condominiums, and a drainage plan in which a $72,000 bond has been issued to ensure that the drainage plans will be executed. Darcy Myers from Darcam LLC, introduced himself and the attorney for his project, Nathan Finch. Mayor Irwin stated that it was her understanding that there was a permit for an additional unit. Darcy Myers shared that they are currently in the process of finalizing plans for a six unit building. Vice Mayor Beus asked about the large structure at the back of the property that was built years ago and abandoned. Darcy Myers responded that there is a 99% chance that it will be demolished, adding that it is not worth saving as there have been water lines that have burst and caused mold etc. Council Member Krigbaum asked if they could explain the difference between a condominium and a townhouse. Attorney for Darcam, Nathan Finch stated that functionally and structurally, there is no difference. In a condominium development you own the air between the walls. In a townhome, you own the physical structure and the land beneath your home. Meaning, it is a type of ownership and from a lending standpoint, it is much easier to receive lending on a townhome. Council Member Phillips asked if there were plans to complete the project in its entirety as it is a large piece of land. Darcy Myers shared that it is plotted for 40 more units. Minutes of the Town Council Regular Meeting. April 4, 2024 . Page 6 Council Member Phillips asked what the timeline for the project is. Darcy Myers said it would take approximately 2-years. Vice Mayor Beus asked if all units will be for sale. Darcy Myers said the goal is to keep them priced where they are now, adding that all units will be available for sale. Vice Mayor Beus asked if there is a common area. Darcy Myers said there is a common area in the middle of the development. Director Loyd pointed out that the Plat submitted with the application shows the common area which includes trees, benches and possibly barbecue grills. Mayor Irwin opened the Public Hearing. No comments were offered. Mayor Irwin closed the Public Hearing. Director Loyd said he feels that the completion of this project is going to be a huge improvement and a step in the right direction. Director Loyd referred to the area as a vandal’s playground and is happy to see it turn into a nice development and livable space. Council Member Heisler moved to approve the replat of the Woodland Pines Condominiums recorded in book 28 of plats, pages 15-17, as the 6.38 acre Woodland Pines Townhomes Subdivision. Page 7 D.7 Discussion and Consideration of Ordinance No. 24-470, Approving the Deannexation of APN 212-01-028 Consisting of 60.07 + Acres Near the East Side of Show Low Lake and S. Penrod Rd. Community Development Director Loyd shared that he was approached by the City of Show Low and developer, Show Low Lake LLC, who owns the 60 acres formally owned by Phelps Dodge Corporation, to request that Pinetop-Lakeside consider deannexing the 60 acre parcel. Director Loyd shared a map of the area for the proposed deannexation which was outlined in red. Director Loyd pointed out an area which includes approximately 70 acres, outlined in blue, as a proposed “land swap” between Show Low Lake LLC, and the Town of Pinetop-Lakeside. The 70 acres outlined in blue are currently in the City of Show Low limits which will be deeded to Pinetop-Lakeside from Show Low Lake LLC, then deannexed by the City of Show Low, following the deannexation from Show Low it will be annexed by the Town of Pinetop-Lakeside. Director Loyd explained the reasoning for the deannexation request is because the utilities are owned by Show Low which will make it easier for the developer. Mayor Irwin shared that several Council Members have taken the time to walk the area and feels it will be a long term benefit to the Town. Vice Mayor Beus moved to approve Ordinance No. 24-470 authorizing the deannexation of 60.07 + acres near the east side of Show Low Lake and South Penrod Road, with the following APN: 212-01-028. D.8 Town Council Committee Liaison and Town Manager Monthly Reports. Page 8 • The White Mountain Nature Center will have a 20 Year Celebration on May th 19th, 2024. • Rainbow Lake Coalition and the Irrigation District have succeeded in obtaining a Grant in the amount of $340,000 to use for much needed repairs. Council Member Smith reported on the following items: • The Transit Advisory Committee had an issue in Pinetop, near the Love Kitchen bus stop. They held a meeting with Charlie Clark’s, Chief Barnes, and Commander Wilkey, for direction on resolving the issues. • Arizona Alpine Trail met with ADOT regarding the trail having to cross the highway. ADOT has agreed to offer a map of culverts that go under the highway, rather than having the trail cross on the highway. Vice Mayor Beus reported on the following items: • Blue Ridge High School Graduation will be held on May 17th at 7:00 p.m. Council Member Heisler stated that he had nothing to report. Council Member Phillips reported on the following items: • The Humane Society of the White Mountains held a meeting and wanted to send thanks to Jeremiah Loyd, Community Development Director for facilitating the Façade Grant. They are utilizing the funds for paint and signage. The Humane Society is in the process of upgrading cameras due to people dropping animals, tying them to the gate, and leaving. The Humane Society had their Arizona Gives Fundraiser and reported that they met their goal of $30,000 in donations. This goal made them # 1 in small rural areas which will possibly lead to receiving a few thousand dollars from the State. Council Member Krigbaum reported on the following items: • Attended a meeting with Chief Morgan of Pinetop Fire. They are working on a Community Wildfire Protection Plan . Councilor Krigbaum recommended a book called Fire Weather and encouraged all to read it in order to be prepared in case of an evacuation. Mayor Irwin reported on the following items: • Sherriff’s Posse is holding their 52nd Annual Mail Ride. They will leave the Lakeside Post Office on April 24th at 8:00 a.m. They will be riding to Tonto Basin. • The Tillman Honor Run is this Saturday, April 6th and the start time will be 9:42 a.m. at Woodland Lake Park. This is a 4.2 mile run. (4 laps around the lake) Minutes of the Town Council Regular Meeting. April 4, 2024 . Page 9 • Mike Moffenbier, the President of the newly reformed Chamber of Commerce contacted her and invited her to attend their board meetings as a liaison from the Town. Mayor Irwin said she is honored to do this. • Blue Ridge scholarship 40th Annual Golf Tournament is May 4th at White Mountain Country Club. Mayor Irwin thanked sponsors’; Summit Healthcare, Karen Rubin State Farm, and White Mountain Country club. There are still opportunities available for sponsors, raffle prizes, and golfers. • May 11th, Taste of the Mountains highlighting 15 local restaurants. This event will be held at Camp Grace. All participants will have a sampling of their menu. Tickets will be available on the Blue Ridge Scholarship Fund Website. All monies raised will go to funding scholarships for Blue Ridge graduates. Town Manager Johnson reported on the following items: • Thank you to Council and Staff that helped at the Town Easter Party. The event was a well-attended. • Tillman Honor Run will be Saturday, April 6th. The race starts at 9:42 a.m. There are 69 registered for the run so far. It will be cold, so dress warm. • Coffee with Council will be held on Tuesday, April 9th, at 9:00 a.m., at Pinetop Coffee. Mayor Irwin and Council Member Heisler will be in attendance. • Monday, April 19, 2024, Town Code change prohibiting animals on Town Sport Fields will be in effect. • The next lunch service at the White Mountain Community Center will be on Thursday, April 18th at 11:30 a.m. • May 18th will be the Annual Sue’s Crew Walk. • There will be a Taylor/Snowflake Emergency Preparedness Fair on May 11th at the Taylor Rodeo Grounds from 9:00 a.m. to 3:00 p.m., there will be free pancakes and Fifty Booths. Town Manager Johnson will have a booth promoting Family Emergency Communication Plans, 72 hour Kit information, and Firewise information. Navajo County will be promoting their Ready, Set, Go Program. Arizona Game and Fish will be there, and many more. D.9 Pursuant to A.R.S. 38-431.03(A)(3) and (A)(4)the Council may vote to enter into Executive Session: A.
