March 21, 2013 – 7:00 p.m.
Regular Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on
Thursday, March 21, 2013. Mayor Sanders led the invocation. Councilor McCain led the Pledge
of Allegiance to the Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:

Absent:
Councilor Tanner
Minutes: Councilor Roberts made a motion to waive the reading of the March 7, 2013, minutes.
Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no",
all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the
March 7, 2013, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for
any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no",
all in favor say "aye." Mayor Sanders "Let the record reflect that both motions passed
unanimously."
Committee Chair Comments:
Finance: Councilor McCain made a motion to approve payment of the bills in the amount of
$41,780.46; a copy of the bills schedule is attached. Councilor Cochran duly seconded the
motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders
called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that
the motion passed unanimously.”
Mayor’s Report: Mayor Sanders mentioned the Planning Commission meeting to be held on
March 25, 2013 at 6:00 p.m. Mayor Sanders added that there is a vacancy on the Planning
Commission and anyone interested should contact him.
Mayor Sanders announced a vacancy on the Library Board, stating that Danny Churchwell will
resign his term due to an increase in his workload.
Councilor Roberts gave a report from the Library Board requesting demolition for additional
space in the computer area. Mayor Sanders asked the Library Board to get estimates on this and
council will consider at a later meeting.
Councilor Churchwell reported on the recent storm and the significant wind damage to areas in
Pinson. Councilor Churchwell added that several trees where down on Leslie Drive as well as
some damage to homes but there were no injuries.
Old Business: Councilor Cochran stated that 3 months ago we spoke about Holiday and
Vacation benefits for our employees. Councilor Cochran added that the Library has benefits in
place for the Library employees but City Hall does not have anything in place for our employees.
Councilor Cochran stated that Mayor Sanders is working on a Policy and Procedures Manual.
Councilor Cochran mentioned that his thoughts for our employees would be to base the
employee’s vacation and holiday time on the average worked hours over the past 12 months,
never to exceed 8 hours per day. Councilor Cochran added that the employee’s hour’s range
from 4-7 hours per day, depending on their workload. Mayor Sanders stated that he would
excerpt that and he and Councilor Cochran can confer before the next meeting.
New Business: Mayor Sanders offered a first reading on a request from Rudd Middle School
for a Sound System in the gym, at a cost of $2,144.92.
Councilor Cochran nominated the following to serve as League Delegates at the Alabama
League of Municipalities Annual Convention; Mayor Sanders- Primary Delegate; Councilor
Churchwell-1st Alternate; Councilor Roberts 2nd Alternate. Councilor McCain duly seconded the
motion. All accepted their nominations. Mayor Sanders called for any discussion. As there was
no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor
Sanders, “Let the record reflect the motion passed unanimously.”
Councilor Cochran presented council with a packet from Waste Pro for trash and recyclable
curbside pickup. Councilor Cochran stated that he felt that our recycling trailer was not
sufficient for the needs of our community and there is a possibility we could get a fee less than
the citizens pay now. Mayor Sanders asked everyone to review the packet and council will
discuss at the next meeting.
Mayor Sanders suspended rules and introduced Michael Lee, Deputy Director of Jefferson
County 911.
Mr. Lee presented conceptual drawings and explained the new Jefferson County 911 office and
capabilities. Mr. Lee explained that the 911 Board has been working with Commissioner Knight
and has now obtained space in the Jefferson County, Center Point Satellite Building. Mr. Lee
added that the 911 office will be manned with 40 employees. Mr. Lee stated that the projected
start date is July 2013, and will go live in August 2013.
Mayor Sanders presented Palmerdale Fire and Center Point Fire Districts with checks in the
amount of $12,000. to each district.
Public Comment:
Bill Dooley, Palmerdale. Thanked the Palmerdale Fire District for the fantastic job they
do.
Pat Wise, Main Street. Mrs. Wise expressed the importance of owning a fire extinguisher
and shared her recent experience with a ground fire.
Joe Knight, Jefferson County Commissioner. Commissioner Knight spoke to the 911
Center. Commissioner Knight also spoke to the Car Tag situation stating that they are
working on a new system as well as doing everything they can to increase personnel so
that the wait time will be reduced to 1 hour maximum.
Councilor Cochran offered a motion to enter executive session for the purpose of discussing real
estate and trade and commerce. Councilor Churchwell duly seconded the motion.
Mayor Sanders, I provide certification in regard to trade and commerce it would be detrimental if
items were discussed in open forum.
Mayor Sanders called for all opposed say “no”, all in favor say “aye. Mayor Sanders, “Let the
record reflect the motion passed unanimously”. Mayor Sanders stated we will not reconvene
other than to adjourn.
Mayor Sanders called council out of executive session.
Councilor Cochran moved to adjourn. Councilor Tanner duly seconded the motion. Mayor
Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
