Council Minutes March 20, 2014 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, March 20, 2014. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts made a motion to waive the reading of the March 6, 2014, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the March 6, 2014, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect that both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $36,831.27; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion passed unanimously.” Public Safety: Councilor Cochran mentioned there has been numerous cars broken in to in Trussville and Clay and he encouraged everyone to be sure and lock their vehicles at night. Enhancements: Councilor McCain announced CityFest will be April 5, 2014. Councilor McCain announced Beat the Heat at Turkey Creek will be held on July 19, 2014. Mayor’s Report: Mayor Sanders mentioned he had received a quote from Campbell’s Paving for paving and striping work at PHCC. Councilor Cochran offered a motion authorizing paving work to be done at PHCC to expand and pave the driveway and handicap parking area as well as stripe the parking area, material to be purchased through PACA and paving to be done by Campbell’s at a cost of approximately $10,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran stated that he appreciated the PHCC Board and the work that has been done, adding that council didn’t have to go to this level of paving but it was the best option and the most esthetically pleasing. Councilor Roberts offered a motion authorizing the Mayor to explore the pricing for screening for the recycle dumpsters at the Rock School. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders mentioned we are hoping to do the Pinson Elementary paving next week, which was approved last year. Mayor Sanders added that in order to pave you must have 3 dry days and 40° and rising for the pavement to cure and set. Mayor Sanders stated once Pinson Elementary paving is finished we will begin the paving at Emerald Forest, adding we have received partial bond money from the County on this project. Old Business: Councilor McCain offered an ordinance authorizing the lease of certain real property to the Innsbrooke Homeowner’s Association, Inc., for the purpose of placing a subdivision sign. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2014-10. Mayor and Council discussed the plans for the recreational park. Councilor Tanner offered a motion to add irrigation in the base bid. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Churchwell offered a motion to add elevated boardwalks as an alternate, as shown on the conceptual drawings. Councilor Cochran duly seconded the motion. Mayor Sanders added that this could be a project for Eagle Scout, Rotary Clubs, etc. Mayor Sanders called for any discussion. After some brief discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Roberts offered a motion to add curb cut outs on the south side of the driveway, west of the practice green. Councilor Cochran duly seconded the motion. After some discussion about the overflow parking the motion was withdrawn. Councilor Cochran offered a resolution accepting plans for the recreational park and authorizing the Mayor to receive bids. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 14-10. New Business: None Councilor Cochran announced the Pinson Education Foundation Banquet will be held on May 12th at Palmerdale United Methodist Church. Councilor Cochran added the keynote speaker will be Paul DeMarco or Rick Journey. Councilor Cochran encouraged everyone to nominate a student, teacher or support staff. Councilor Cochran explained that this is sponsored PHCC and any donations would be appreciated and are tax deductible as this is a 503c organization. Councilor Churchwell asked if a date has been set for a Shredding Day. Mayor Sanders stated we will take a look at dates. Public Comment: Pat Wise, 4161 Main Street. Mrs. Wise asked if the Rock School could be rented for the musicians that perform at Jack’s each Thursday. Mayor Sanders stated there is an auditorium but no furniture, adding that it may be something we could look at in the future. Connie Branham, 4225 Cobblestone Ct. Ms. Branham asked if the city is planning to offer garbage serve to the citizens. Mayor Sanders stated that council is looking at RFP’s now and will be making a decision soon. Councilor Cochran offered a motion to enter executive session for the purpose of discussing real estate and trade and commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to trade and commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders stated that council will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Cochran moved to adjourn.
