Council Minutes May 15, 2014 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, May 15, 2014. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts made a motion to waive the reading of the May 1, 2014, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the May 1, 2014, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect that both motions passed unanimously." Mayor Sanders suspended rules. Councilor Cochran offered a resolution regarding the 2017 Rudd Middle School Girls Track Team winning the Jefferson County Championship. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 14-13. Coach Vanessa Farley spoke about the track teams successful season. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $42,474.36; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. Councilor Cochran mentioned $20,275.00 of the amount of the bills is for the PVHS concession stand. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion passed unanimously.” Enhancements: Councilor McCain announced the City will be showing the Disney movie Monsters University on Friday, May 16, 2014, behind the Rock School, this is a free event. Councilor McCain added there will be a different movie each Friday in May through May 23rd, and if it is raining or too windy the movie will be shown in the Rock School Auditorium. Councilor McCain announced Beat the Heat at Turkey Creek will be held on July 19, 2014. Mayor Sanders stated National Night Out will be Tuesday, August 5, 2014, Innsbrooke Subdivision will host the event. Education: Councilor Roberts stated the Education Committee Meeting has been rescheduled for Monday May 19, 2014 at 6 p.m. at Pinson Valley High School. Mayor Sanders mentioned he had spoken with Ms. Parsons at the BOE and expressed our interest in considering a cooperative agreement concerning the PVHS football field. Mayor Sanders added the day that he and Dr. Nowlin spoke about the field was the day we all found out about his contract buy out. Mayor Sanders mentioned Dr. Neighbors has now been appointed as Interim Superintendent and he plans to meet with Dr. Neighbors and Ms. Parsons soon to push this project forward. Councilor Cochran offered a motion allowing the PVHS Football team to hold summer practice on the Rock School field and use the concession stand for equipment storage. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion passed unanimously.” Mayor’s Report: Mayor Sanders reported the 4WD Tahoe previously approved for purchase has been received. Mayor Sanders mentioned the AC unit in the Library has failed and he is working on receiving quotes to present to council at a later meeting. Councilor Cochran offered a motion to approve paving for handicap parking at the Rock School at a cost of approximately $4,000.00. Councilor Churchwell duly seconded the motion. Mayor Sanders stated this is in preparation for the Farmers Market. Mayor Sanders called for any discussion. Old Business: Councilor Tanner offered a motion to table the re-consideration of zoning case Z-2014-04, 7068 Highway 75, to a Special called meeting on May 29, 2014, at 7:00 p.m.. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." New Business: Mayor Sanders offered a first reading of an ordinance authorizing the lease of certain real property to Sunny Carvalho, located at 4094 Spring Street. Councilor Roberts offered a resolution authorizing the Mayor to execute a license agreement with the Fresh Water Land Trust, regarding some property on Lane Street and Glenbrook Road. Councilor McCain duly seconded the motion. Mayor Sanders asked for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 14-14. Mayor Sanders offered a first reading on a request from Center Point Fire District, in the amount of $65,000.00 for capital improvements for Station #2. Councilor Tanner made a comment regarding how the City helps our local schools, adding we don’t have to do anything because they are not our schools. Councilor Tanner stated that since we became an incorporated city 10 years ago we have allocated money for each school and 3 years ago we put a sales tax in place and monies received from the tax would be used as well and placed in a discretionary fund until needed. Councilor Tanner added each school Principal is disbursed $12,500. to be used for the school as they see the need and $50,000. of the discretionary fund is disbursed as council receives the request from the schools/departments. Councilor Tanner gave the following examples of how council has helped our schools in the past: Paving at Pinson Elementary and Rudd Middle; Rudd Middle School Volleyball and Basketball equipment and P.A. System; Kermit Johnson Elementary-technology; PVHS-Camera for Football, White Boards, drums for the Band and $15,000. toward Band uniforms, P.A. System for the Gym, Track improvements, Concession Stand, Drama Dept help with Hairspray Production, Softball Dugouts and provide Deputies for Basketball and Football games. Councilor Tanner stated she felt the city has done a good job to help the schools. Councilor Cochran agreed with Councilor Tanner adding he understood the dilemma that everyone is in right now regarding the football field and what they want and what they desire. Councilor Cochran stated we are working toward an end game unfortunately timing may be the most critical obstacle this year. Councilor Cochran added we need to get with the Board and develop a proposal in what we think that the city is willing to do. Councilor Cochran stated we may not be able to do what other municipalities are able to do because we have a small budget and we already have obligations to many projects within our community including the park which will be used for everyone. Councilor Cochran added that he wanted everyone to understand that as a municipal body we are very supportive of our schools and we care deeply for these kids. Councilor Cochran stated we want to hear what people have to say but we want to be sure that we have constructive conversations, adding we want to do what is best for our community. Public Comment: Mackenzi Johnson, Jr. Girl Scouts Troop 142. Reported the Flower Bed project at Triangle Park will be done on Friday, May 30 and Saturday May 31. Ms. Johnson sated that she would return to a later council meeting with pictures of the finished project and the Girl Scouts will maintain the flower bed for 1 year. Phillip Jeffers, 6231 Walnut Circle Drive. Mr. Jeffers asked several questions concerning the PVHS football field and explained his concerns with the fields’ current condition. Coach Glover, Football Coach PVHS. Coach Glover stated that he appreciated everything the Council has done for the schools, but he feels the field in its current condition is a liability issue. Pam Johnson, Encouraged the parents involved to lobby the Board of Education for help with the football field situation. Scott Wilbanks, 3324 3rd Way N.E. Ask council how do the Football Boosters begin? Mayor Sanders stated that we will need a quote from a landscaping company for an immediate fix. After some additional discussion, Mr. Wilbanks stated he would get a written quote to council. Cedric Rudolph, 5420 Saddle Ridge Lane. Suggested council find out how Clay got the agreement with the Board of Education for their new field. Donna Jeffers, 6231 Walnut Circle Drive. Mrs. Jeffers stated that most of the parents do appreciate everything that council has done for the schools we just want to know we have council’s commitment. Councilor Churchwell stated that he appreciated everyone coming out and making their voice known, adding that all of council has the best interest of the schools at heart. Councilor Roberts announced the Library Summer Reading Program pamphlets are in the back for those interested. Councilor Roberts added there will be an Ice Cream Social Saturday, May 17th at the Library from 11:00 a.m.- 1:00 p.m. to kickoff the Summer Reading Program. Mayor Sanders announced the Palmerdale Fire District will host a BBQ fundraiser at the Walker Center for one of their part-time employees to help with their medical bills.
