Council Minutes December 4, 2014 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, December 4, 2014. Councilor Churchwell led the invocation. Mayor Pro-Tem Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Councilor Tanner Councilor Roberts Councilor Churchwell Councilor McCain Absent: Mayor Sanders Councilor Cochran Minutes: Councilor Roberts made a motion to waive the reading of the November 20, 2014, minutes. Councilor Churchwell duly seconded the motion. Mayor Pro-Tem Tanner called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the November 20, 2014, meeting. Councilor Churchwell duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for all opposed to say "no", all in favor say "aye." Mayor Pro-Tem Tanner "Let the record reflect that both motions passed unanimously." Committee Chair Comments: Finance: Councilor McCain made a motion to approve payment of the bills in the amount of $45,782.26; a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. Councilor McCain mentioned that $28,000.00 of the total amount is for the Jefferson County Sheriff’s Office for our contracted Deputies. Mayor Pro-Tem Tanner called for any further discussion. As there was no further discussion, Mayor Pro-Tem Tanner called for all opposed say "no", all in favor say "aye." Mayor Pro-Tem Tanner, "Let the record reflect that the motion passed unanimously.” Enhancements: Councilor McCain stated the Christmas Parade is Saturday, December 6, 2014, at 10:00 a.m., weather permitting. Councilor McCain added that John and Jacob and Santa will be inside the Rock School Auditorium if it rains. Councilor McCain reported on plans for the Bicentennial celebration. Planning and Zoning: Mayor Pro-Tem Tanner suspended rules for a public hearing on a post annexation zoning case, properties located at 7786 Williams Street; 7715 Highway 75; 5053 Bearden Road; and also by referendum probation case #222621. Mayor Pro-Tem Tanner stated “Let the record reflect there was no one present to speak for or against”. Mayor Pro-Tem Tanner reinstated rules. Councilor Churchwell offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, located at 7786 Williams Street, 7715 Highway 75, 5053 Bearden Road, and also by referendum probate case #222621, from Jefferson County zoning R- 2; C1; & A-1 to City of Pinson zoning RM; CI; and TC. Councilor Roberts duly seconded the motion. Mayor Pro-Tem Tanner called for unanimous consent to consider with the following results: Mayor Pro-Tem Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Pro-Tem Tanner, unanimous consent passes. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for a roll call vote on the main ordinance with the following results: Mayor Pro-Tem Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Old Business: Councilor Roberts offered an ordinance authorizing the lease of certain real property to The Center Point Church of Christ. Councilor McCain duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for unanimous consent to consider with the following results: Mayor Pro-Tem Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Councilor Roberts offered an ordinance authorizing the license agreement of certain real property to The Center Point Church of Christ, at a rental cost of $600.00/mo. Councilor McCain duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. Councilor Roberts stated by leasing the Rock School we will be able to take those funds and make some repairs to the building. Mayor Pro-Tem Tanner called for any further discussion. As there was no further discussion, Mayor Pro-Tem Tanner called for unanimous consent to consider with the following results: Mayor Pro-Tem Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. New Business: Councilor McCain offered a motion to move the starting time of the December 18, 2014 Council meeting to 6:30 p.m. Councilor Roberts duly seconded the motion. Mayor Pro-Tem Tanner called for any discussion. As there was no discussion, Mayor Pro-Tem Tanner called for all opposed say "no", all in favor say "aye." Mayor Pro-Tem Tanner, "Let the record reflect the motion passed unanimously.” Councilor McCain offered a motion to move the January Council meetings from January 1 & 15, 2015 to January 8 and 22, 2015. Councilor Churchwell duly seconded the motion. Mayor Pro- Tem Tanner called for any discussion. The possibility of changing one of the January meetings to a daytime meeting was discussed, and will be voted on at a later meeting.
