Council Minutes November 20, 2014 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, November 20, 2014. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Cochran Councilor McCain Absent: Councilor Roberts Councilor Churchwell Mayor Sanders suspended rules. Pre-meeting comments: April Wallace, Library Director. Mrs. Wallace gave the 2014 Statistical Report for the Library. Mayor Sanders reinstated rules. Minutes: Councilor McCain made a motion to waive the reading of the October 30, 2014, minutes. Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the October 30, 2014, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect that both motions passed unanimously." Councilor McCain made a motion to waive the reading of the November 6, 2014, minutes. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $25,542.21; a copy of the bills schedule is attached. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion passed unanimously.” Annexation: Councilor Cochran offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, owners W B Anderson and Ronald Holbrook, located at 3340 Sweeney Hollow Road and 4163 Center Point Road. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor McCain-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as Ordinance 2014-46. Education: Mayor Sanders mentioned the Education meeting with Dr. Pouncey went very well. Enhancements: Councilor McCain stated the Enhancements and Bicentennial committees will meet every other Friday to discuss plans for the upcoming Bicentennial celebration. Councilor McCain announced the Christmas Parade is December 6, 2014 beginning at 10:00 a.m. Mayor’s Report: Mayor Sanders mentioned the need to purchase chairs for the Rock School Center. Councilor Cochran offered a motion to approve the purchase of 150 chairs at a cost of approximately $20.00 per chair. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Cochran offered a motion to approve expenses for paving the shoulder on Main Street with funds from the 4-6-5 account. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Cochran offered a motion to approve placing streetlights at Faucet Road and at Tapawingo Road, at a cost of approximately $45.00 per month. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Old Business: Councilor Cochran offered a motion approving $3,800.00 for floor repairs at Rudd Middle School. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Cochran offered a motion to approve the purchase of 4 personal body cameras from Wolfcom Enterprises at a cost of $2,236.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." New Business: Councilor McCain offered a resolution ratifying existing depositories and providing for related financial management items. Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Cochran-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 14-47. Mayor Sanders recognized Arnie Rutkus, Stone Shovel Landscape Design. Mr. Rutkus stated he has been working with Hometown Bank addressing their Storm Water issues and has created an Ecoscape. Mr. Rutkus presented a slide show of his progress to those present. Public Comment: Kim Vaughn, President PVHS Band Boosters. Ms. Vaughn presented council with a plaque thanking them for their help. Councilor Cochran offered a motion to enter executive session for the purpose of discussing real estate. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders called council out of executive session. Councilor McCain moved to adjourn. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
