Council Minutes February 19, 2015 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, February 19, 2015. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anje May, Acting City Clerk. Roll Call: Anje May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Cochran Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $277,830.93; a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect that both motions passed unanimously." Mayor’s Report: Mayor Sanders offered a first reading on a fence for the softball field at Rudd Middle School in the amount of $8,100.00 Mayor Sanders mentioned that him and Councilor Tanner meeting with PVYA regarding some needs for the park. Mayor Sanders mentioned their primary need at this time is help with an Alabama Power bill and crushed brick. Councilor Tanner made a motion to pay the PVYA Alabama Power bill in the amount of $2500.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell wanted to know if the Mayor had any of their financial reports. Mayor Sanders stated that PVYA would be bringing their financial reports tomorrow. Councilor Churchwell stated he would prefer to have the financial reports before this bill was paid. Mayor Sanders called for further discussion. As there was no further discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion passed unanimously.” Councilor Tanner made a motion to purchase 20 tons of crusted brink for PVYA in the amount of $1,600.00. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for all opposed say "no", all in favor say "aye." Mayor Sanders, "Let the record reflect that the motion carries with one no.” Councilor Tanner offered a first reading on PVYA field maintenance and equipment needs. Old Business: Councilor McCain offered a resolution accepting bids for debris removal services from Call-A-Haul. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders, resolution passes unanimously as Resolution 15-11. New Business: Councilor McCain offered a resolution approving the change of ownership and transfer of beer and wine off premises sales for license holder to Pinson Mini Mart 2 located at 6710 Highway 79. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders, resolution passes unanimously as Resolution 15-12. Councilor McCain offered a resolution approving the change of ownership and transfer of beer and wine off premises sales for license holder to Country Boy, LLC located at 6665 Highway 75. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders, resolution passes unanimously as Resolution 15-13. Councilor McCain offered a resolution authorizing the Mayor to enter into a contract for the cooperative management of Turkey Creek Nature Preserve. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 15-14. Councilor McCain offered a resolution authorizing the Mayor to receive bids for the mowing of the rights of way. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as Resolution 15-15. Public Comment: Phil Jeffers, mentioned that PVYA is all volunteer positions and until the City puts someone in place to be in charge the same volunteers might not be there next year. Mayor Sanders mentioned that they had the preconstruction meeting for the sidewalk in Innsbrooke and that they are going to try to start the project this Monday. Mayor Sanders mentioned that construction will take 30 days from the start date. Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
