May 7, 2015 – 7:00 p.m.
Regular Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on
Thursday, April 2, 2015. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of
Allegiance to the Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:

Minutes: Councilor Roberts made a motion to waive the reading of the April 16, 2015, minutes.
Councilor Cochran duly seconded the motion. Mayor Sanders called for all opposed to say "no",
all in favor say "aye." Councilor Cochran made a motion to accept the minutes as written of the
April 16, 2015, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called
for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say
"no", all in favor say "aye." Mayor Sanders "Let the record reflect both motions passed
unanimously."
Mayor Sanders suspended rules.
Mayor Sanders presented Jaimi Lambert with a Special Recognition for the artwork she created
which was selected to be used on the trash cans that were distributed to all citizens within the
incorporated city limits of Pinson.
Ms. Lambert explained her inspiration for the design.
Mayor Sanders reinstated rules.
Committee Chair Comments:
Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of
$48758.37; a copy of the bills schedule is attached. Councilor Cochran duly seconded the
motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a couple of the
larger bills paid were to Jefferson County sheriff’s Office for the Deputies in the amount of
$21,000.00 and Hand Arendall in the amount of $7,500.00. Mayor Sanders called for any further
discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no",
all in favor say "aye." Mayor Sanders "Let the record reflect that both motions passed
unanimously."
Councilor Tanner offered a first reading of the 2015-2016 Budget. Councilor Tanner stated the
Finance Committee met on April 30, 2015, and made some changes to better suit the City.
Councilor Tanner ask Council to look over the Budget and let her or Mayor Sanders know if
there are any questions.
Annexations: Councilor Churchwell offered an ordinance annexing certain territory into the
corporate limits of the City of Pinson, Alabama, located at 3905 & 3822 Mars Avenue.
Councilor Cochran duly seconded the motion. Mayor Sanders called for unanimous consent to
consider:

Public Safety: Councilor Cochran offered a resolution authorizing the Mayor to enter into an
amendment to the contract for Enhanced Law Enforcement services between the City of Pinson
and the Sheriff of Jefferson County. Councilor McCain duly seconded the motion. Mayor
Sanders called for any discussion. Councilor Cochran mentioned one of our Deputies has retired
and we will temporarily cut back to 3 Deputies for now. Mayor Sanders mentioned the citizens
should see no difference in the coverage in our area. Mayor Sanders called for any further
discussion. As there was no further discussion, Mayor Sanders called for a roll call vote on the
main resolution with the following results:

Mayor Sanders, resolution passes unanimously as, Resolution 15-24.
Enhancements: Mayor Sanders stated there was a great turn out for the Movie in the Park with
roughly 200 people in attendance. Mayor Sanders added, we are looking forward to this Friday
nights movie, How to Train Your Dragon 2.
Mayor’s Report: Mayor Sanders announced the Farmers Market will begin on May 15th and
ask everyone to patronize these local growers; the hours are 2p.m.-6p.m.
Mayor Sanders presented council with an estimate for modifications to a portion of the Rock
School, for a Public Works garage facility at a cost of $9,598.00.
Councilor Cochran offered a motion to authorize modification cost to a portion of the Rock

seconded the motion. Mayor Sanders mentioned the funds would be available from the 7/2

Planning and Zoning: Mayor Sanders suspended rules for a public hearing on a post
annexation zoning case, regarding Parcel ID# 8-36-4-0-9.000 & 9-32-2-0-3.000; 13-2-4-0-
20.000 & 13-1-2-2-4.000; and 0900331000025001. Mayor Sanders stated “Let the record reflect
there was no one present to speak for or against”.
Mayor Sanders reinstated rules.
Councilor Cochran offered an ordinance changing the zoning classification of real estate located
in the City of Pinson, Alabama, known as parcel ID# 8-36-4-0-9.000 & 9-32-2-0-3.000, from
Jefferson County zoning A1 & R1 to City of Pinson zoning RL. Councilor McCain duly
seconded the motion. Mayor Sanders called for unanimous consent to consider with the
following results:

Old Business: Councilor Cochran offered a resolution concerning the sale and removal of a
structure at 6251 Lane Street. Councilor Roberts duly seconded the motion. Mayor Sanders
stated this house was deemed surplus property and the city has been offered $2,500.00 to
dismantle and move the house to another location. Mayor Sanders called for any further
discussion. After brief discussion, Mayor Sanders called for a roll call vote on the main
resolution with the following results:

New Business: Councilor Cochran offered motion authorizing the Mayor to purchase a vehicle
for use by the Park Department, at a cost of $25,059.00. Councilor Tanner duly seconded the
motion. Mayor Sanders called for any discussion. After some discussion council agreed the
color of the vehicle should be white. Mayor Sanders called for a roll call vote on the main
resolution with the following results:

Councilor Tanner offered a motion directing the Mayor to end the City’s lease with PVYA.
Councilor Cochran duly seconded the motion. Mayor Sanders called for any discussion.
Councilor Tanner stated after recently hiring a new Park and Rec Director it is a good time to
fully assume the responsibilities of the Park, this would be effective 60 days from today. Mayor
Sanders suspended rule to allow Tammy Hogan, PVYA Director, to speak. Ms. Hogan thanked
Council for all of their help and support over the past years, adding that parents want to see
official government in charge of the parks now. Mayor Sanders stated we appreciate all the
work you and the other volunteers have put in to this program. Mayor Sanders reinstated rules.
After some additional discussion, Mayor Sanders called for a roll call vote on the main motion
with the following results:

Councilor Cochran offered a motion to purchase a 2012 workhorse electric lift bed from Golf
Carts Unlimited at a cost of $5,000.00. Councilor McCain duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all
opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion
passed unanimously."
Councilor Roberts offered a first reading on a resolution to establish the position of Director of
Branding, Marketing and Social Media.
Public Comment: Stanley Moss, 4339 Mountain Street. Presented a gift from the Historical
Society for the Community Center.
Joe Cochran, 4951 Sycamore Lane. Councilor Cochran stated the Pinson Education Foundation
was outstanding with 200 people in attendance.
Councilor Cochran offered a motion to enter executive session to discuss litigation, real estate
and trade and commerce. Councilor McCain duly seconded the motion.
Attorney Black, I provide certification in regard to litigation it would be detrimental if items
were discussed in open forum.

Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
