Council Minutes August 17, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, August 17, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the August 3, 2017, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the August 3, 2017, meeting. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Councilor Galamore offered a resolution recognizing PVHS Special Olympians. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-46. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $70,290.76 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Annexations: Councilor Churchwell offered a motion to accept an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5675 Red Hollow Road; 4730 Elfreth Johnson Road; and5671 Red Hollow Road. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-29. Enhancements: Councilor McCain announced the Alabama Butterbean Festival will be held October 6 & 7, and the Veterans Day Luncheon will be November 10th. Mayor’s Report: Mayor Sanders offered a first reading on an AT&T proposal, regarding internet service and added he will get more information from Charter and make a recommendation in September. Councilor McCain offered a motion authorizing the purchase of a truck light Arrow Bar at a cost of $1,999.99 for the F350. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, motion passes unanimously. Mayor Sanders opened a Public Hearing regarding property located at 4169 Powell Avenue. Mayor Sanders stated No one was present to speak for or against Mayor Sanders closed the Public Hearing. Councilor Roberts offered a resolution declaring a public nuisance relating to overgrown grass/weeds at 4169 Powell Avenue. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-47. Old Business: Mayor Sanders reported pictures of the property located at 3142 Sweeney Hollow Drive show continued progress and would recommend allowing the property owner an additional 3 weeks to complete the cleanup work. Councilor Roberts offered a motion to table the abatement process regarding 3142 Sweeney Hollow Drive for 3 more weeks. Councilor McCain duly seconded the motion. After discussion, Councilor Churchwell offered a motion to table the discussion until the next meeting to gather more information. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mike Sullivan, Park and Rec. Director, gave the Park report. New Business: Mayor Sanders reported on the progress of the roof at the Rock School. Councilor Galamore gave a report regarding Constant Contact and municipal communication services. Mayor Sanders suspended rules. Allison Scanlan, Library Director, reported the library uses mail Chimp for communication services, adding this is a free program. Mayor Sanders reinstated rules. Councilor McCain offered a motion authorize the use of Mail Chimp for municipal communication services. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Allison Scanlan, Library Director, gave the Library report. Public Comment: None. Councilor McCain offered a motion to enter executive session to discuss Real Estate. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we may or may not have items to discuss when we reconvene. Mayor Sanders called council out of executive session. Councilor Churchwell offered a resolution authorizing the Mayor of the City of Pinson, Alabama, to acquire real property located at 4239 Main Street, Pinson, Alabama, at a cost of $32,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes.
