Council Minutes September 7, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, September 7, 2017. Mayor Sanders led the invocation. Councilor Galamore led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Tanner Minutes: Councilor Roberts offered a motion to waive the reading of the August 17, 2017, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the August 17, 2017, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Galamore made a motion to approve payment of the bills in the amount of $82,751.38 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Annexations: Councilor Churchwell offered a motion to accept an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5289 Willow Ridge Lane. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-30. Enhancements: Councilor McCain announced the Alabama Butterbean Festival will be held October 6 & 7, and the Veterans Day Luncheon will be Friday, November 10, 2017, with the Cool Cats Band entertaining. Mayor’s Report: Mayor Sanders stated the case concerning 3142 Sleepy Hollow Drive has been closed, adding the property is now in compliance with the City’s ordinance. Bob Jones, Zoning Administrator, will send the owner a letter of understanding. Mayor Sanders opened a Public Hearing regarding property located at 6759 Ridgewood Drive; 5330 Pinson Ridge; 6647 Womack Road; and 321 Saint John Road NW. Mayor Sanders stated No one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, AL., 6759 Ridgewood Drive; 5330 Pinson Ridge; 6647 Womack Road; and 321 Saint John Road NW. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-31. Councilor Roberts offered a motion approving an Eagle Scout Project at Red Hill Cemetery. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts asked if plans for the project will be submitted to council. Mayor Sanders responded, yes. Mayor Sanders called for any further discussion. Attorney Black stated our current Garbage Contract will expire in March 2018 and he is working on an invitation for bid. Councilor Galamore offered a resolution to acquire certain real property through negotiation or the exercise of eminent domain, located at 6129 Kaley Lane. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders, resolution passes unanimously as, Resolution 17-49. Mayor Sanders offered a first reading of a resolution concerning the demolition of an abandoned and dilapidated mobile home located at 615 Kaley Lane. Councilor Roberts offered a motion authorizing Attorney Black to send a letter to the owner of 3820 Venus Avenue, regarding the City’s plan of action within 30 days. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Old Business: Mayor Sanders announced the City Council will hold a Special called meeting, September 14, 2017, at 6:00 p.m., to discuss PYSC Field maintenance. New Business: Mayor Sanders offered a first reading on the Memorandum of Understanding with Jefferson County, regarding catastrophic debris removal. Councilor Roberts offered an ordinance amending the Business License Code concerning certain delivery licenses. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders called for any discussion. Councilor McCain offered a motion to approve a quote for additional Christmas lighting at Bicentennial Park in the amount of $3,541.47. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell asked to amend the motion adding lighting at the Amphitheatre and the Storage Building. Friendly amendment was accepted by Councilor McCain and Galamore. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor McCain announced the Christmas tree lighting will be December 1, 2017, at 7:00 p.m. and the Christmas Parade will be December 2, 2017, at 10:00 a.m. Councilor Churchwell offered a motion authorizing the purchase of a message trailer in the amount of $4,600.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts offered a motion to enter executive session to discuss Real Estate, Litigation and Trade and Commerce. Councilor Churchwell duly seconded the motion.
