Council Minutes September 21, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, September 21, 2017. Mayor Sanders led the invocation. Councilor Galamore led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the September 7, 2017, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the September 7, 2017, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Councilor Tanner offered a resolution recognizing PVHS Special Olympians. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-51. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $254,566.46 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the total includes payments to GKL for the Rock School roof in the amount of $135,000 & $65,000. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Education: Mayor Sanders appointed the 2017/2018 Education Committee. Councilor Roberts offered a motion approving funds for the PVHS State Special Olympics event in the amount of $3,062.56. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Mayor Sanders announced the Alabama Butterbean Festival will be held October 6 & 7. Councilor McCain offered a motion authorizing $1,500.00 in catering expenses for the Veterans Day Luncheon. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Mayor Sanders reported the ADA improvements are now complete at PHCC. Mayor Sanders offered a first reading on a quote for ADA items at Pinson Community Center. Old Business: None. New Business: None. Public Comment: James Hyche, 5900 Block of Miles Spring Road. Will the golf cart be available at the Butterbean Festival for the handicapped? Mayor Sanders stated the golf cart is always available to shuttle to and from parking to entrance, as in the past. Allison Scanlan, Library Director. Ms. Scanlan gave the Library report. Councilor McCain offered a motion to enter executive session to discuss Trade and Commerce. Councilor Galamore duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
