Council Minutes October 5, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, October 5, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the September 21, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the September 21, 2017, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Jefferson County Sheriff’s Deputy Daniel Pugh was sworn in by Mayor Sanders as the City of Pinson’s newest contract deputy. Mayor Sanders stated Deputy Pugh will be replacing Deputy Tipton, who has taken another position with the Jefferson County Sheriff’s Office. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $46,071.04 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the total includes a payment to Jefferson County Sheriff’s Office in the amount of $21,000.00. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Education: Councilor Tanner offered a motion to release the school appropriation funds for fiscal year 2017/2018, Councilor Tanner added the funds were increased from $12,500.00 per school to $15,000.00 per school. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned Pinson Elementary has asked to received their portion of the appropriation in paving needs at the school; Kermit Johnson will receive $15,000.00; Rudd Middle will receive $15,000.00; and PVHS will receive approximately $7,500.00 as a portion of their appropriation was received in mowing needs at the high school. Enhancements: Councilor McCain announced the Alabama Butterbean Festival will be held October 6 & 7, with fireworks on Friday night, the 6th. Councilor McCain mentioned the Veterans Day Luncheon will be held November 10, 2017 at the Rock School Center beginning at 11:30, with the Kool Kats Band entertaining. Mayor’s Report: Mayor Sanders announced Daylight Donuts will be opening a store in the old Tan Avenue building, adding the owner plans to promote the opening at the Butterbean Festival this weekend. Mayor Sanders opened a Public Hearing regarding property located at 4005 Leigh Lane and 6128 Summer Side Drive. Mayor Sanders stated No one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, AL., 4005 Leigh Lane and 6128 Summer Side Drive from Jefferson County R2 to City of Pinson RM. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-33. Old Business: Mayor Sanders reported the internet service will be changed to Charter but we will continue using AT&T for our phone services. Mayor Sanders received no objection regarding the change. Councilor Roberts offered a motion to approve Kellis Vegetation Management for Turf Treatment and Ant Control for city properties in the amount of $10,825.00. Councilor McCain duly seconded the motion. Mayor Sanders call for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders "Let the record reflect the motion passed unanimously." Attorney Black spoke to a resolution concerning an abandoned and dilapidated mobile home located at 6195 Kaley Lane. Councilor McCain offered a resolution concerning the demolition of an abandoned and dilapidated mobile home located at 6195 Kaley Lane at a cost not to exceed $5,000.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 17-52. New Business: None. Public Comment: James Hyche, 5900 Block of Miles Spring Road. Thanked council for the handicap parking at the Butterbean Festival and asked about how those with motorized wheelchairs and scooters will get to the festival. Mayor Sanders stated arrangements can be made to drop those items and their owners at Main Street. Traci Thompson, 6408 Sunrise Lane. Asked council to support the PAC Committee and pass a resolution in support of that committee. Regarding the renovations to be done by Jefferson County Board of Education at Rudd Middle and PVHS. Tina Layne, 5272 Clay Palmerdale Road. Spoke regarding the items that need to be addressed and repaired at Rudd Middle school. Ms. Layne stated Rudd needs to be torn down and replaced with a new school. Pam Johnson, 9656 Silly Dean Road. Gave her concern about the renovations to be done at Rudd Middle and PVHS. Karen Hutchinson, Friends of Turkey Creek. Gave an update on Turkey Creek Summer Events. Councilor Galamore offered a motion to enter executive session to discuss real estate, Trade and Commerce and litigation. Councilor McCain duly seconded the motion.
