Council Minutes March 1, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, February 15, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Councilor Roberts Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the February 15, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the February 1, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $39,401.40, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Annexation: Councilor Churchwell offered a motion to accept an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, Lots 18 & 19 Harry Charles 1st add to Pearl Lake. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-7. Mayor’s Report: Mayor Sanders reported on Bradford Park leasing and security progress. Councilor Tanner offered a motion approving a installation of a phone line and security at Bradford Park. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed with the Mayor abstaining." Councilor Roberts offered a quote to Brush Hog Bradford Park at a cost of $6,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed with the Mayor abstaining." Councilor Churchwell offered a motion approving an additional credit card for fuel purposes for the Public Works Department. Councilor McCain duly seconded the motion. Councilor McCain offered a motion approving the purchase of charcoal grills and tables for Bicentennial Park at a cost of $3,300.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Roberts offered a motion approving the purchase of a 2017 Dodge Extended Cab truck, at a cost of $26,300.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Old Business: Mayor Sanders mentioned the Rock School Bids were opened and Eric Hendon, Architect, is looking over the bids and will join us at our next meeting. New Business: There was brief discussion regarding the status of the part time seasonal employees. Allison Scanlan, Library Director, gave the Library report. Mike Sullivan, Park and Recreation Director, gave the Park and Rec report. Public Comment: Barry Wilson, Clay-Pinson Chamber Board member, announced there will be a ribbon cutting at Daylight Donuts on March 17, 2018, at 10:00 a.m. Councilor McCain offered a motion to enter executive session to discuss real estate, and trade and commerce. Councilor Galamore duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Tanner moved to adjourn.
