Council Minutes February 15, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, February 15, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Councilor Roberts Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the January 18, 2018, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the January 18, 2018, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Mayor Sanders" Let the record reflect both motions passed unanimously." Mike Sullivan, Park and Recreation Director, gave a report on upcoming sports. Mr. Sullivan also presented council with proposed hours for the Splash Pad. Councilor Tanner offered a motion to accept the 2018 proposed Splash Pad hours. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $64,380.62, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor’s Report: Councilor Tanner offered a motion approving a quote from Wright Construction for ADA modifications to City Hall front door ramp as well as reseal and restripe the entire parking lot at a cost of approximately $10,000.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; councilor McCain-yes. Mayor Sanders, motion passes. Mayor Sanders stated he will have a quote regarding repairs for Bradford Park in the next few weeks. Mayor Sanders reported regarding the Palmerdale Storm Shelter is out for bid. Mayor Sanders suspended rules. Barry Wilson, PHCC President, stated his information is that the shelter should be finished by August. Mayor Sander reinstated rules. Old Business: Councilor Roberts offered a motion approving the purchase of a 26inch Brush Cutter/and a Rear Discharge mower at an approximate cost of $12,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders suspended rules allowing a presentation from Ronnie Dixon, Clay Pinson Chamber of Commerce Executive Director, regarding the ABBF and Chamber of Commerce contracts. Mr. Dixon is also a member of the Jefferson County Board of Education. Mr. Dixon gave a report regarding the BOE and proposed renovations at Pinson Valley High School and Rudd Middle School. Mayor Sanders reinstated rules. New Business: Mayor Sanders presented the resolution and contract for the Chamber of Commerce. Mayor Sanders recommended an increase of $7,500.00 due to the growing assistance from the chamber especially around promotion of the city associated with school championships. After discussion Councilor Tanner offered a resolution concerning the Clay Pinson Chamber of Commerce, in the amount of $10,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-abstain; Councilor McCain-yes. Mayor Sanders, the resolution passes as, Resolution 18-5. Councilor Roberts offered a resolution authorizing the Mayor to enter into a contract for advertising and promotions with the Clay Pinson Chamber of Commerce for the 2018 Alabama Butterbean Festival, in the amount of approximately $30,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Attorney Black clarified that the $10,000.00 advertising allocation could be used in promoting the city, which could include in-kind or related services. After brief discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-abstain; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 18-4. Councilor Tanner offered a resolution authorizing the Mayor to enter into a contract for the cooperative management of Turkey Creek Nature Preserve, in the amount of $20,000.00. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-abstain; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 18-6. Allison Scanlan, Library Director, gave the Library report. Public Comment: None Councilor Roberts offered a motion to enter executive session to discuss litigation, real estate, and trade and commerce. Councilor McCain duly seconded the motion. Attorney Shane Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum. Attorney Black mentioned he is putting together a draft for Planning Commission and Councils consideration regarding our Zoning Ordinance and portable buildings. Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
