Council Minutes February 1, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, February 1, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Absent: Councilor Roberts Councilor McCain Special presentation: Mayor Sanders mentioned Solid Rock Church placed 1st with their 2017 Christmas Parade Float, Palmerdale Cross placed 2nd and Pinson United Methodist Church placed 3rd. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $95,809.29, a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Councilor Galamore offered a motion approving registration and expenses for Mayor, Council and Staff for attendance of the Alabama League of Municipalities Annual Conference. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders reported there were 48 Senior Adults in attendance of the Senior Day this past week. Mayor Sanders added we may begin having Senior Day activities twice a month. Councilor Tanner offered a resolution concerning the City of Pinson’s consent and approval of the issuance of an alcoholic beverage license for Walgreen Co. by the Alabama Beverage Control Board. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-7 Old Business: Councilor Churchwell offered a motion approving quotes from Wright Construction in the amount of $$41,542, for paving at the Community Center and Craft Electric in the amount of $16,800.00, for lighting at the Community Center. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Churchwell offered a motion to replace the flooring in three rooms at the Rock School in the amount of $12,629.76. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." New Business: Councilor Galamore offered a resolution authorizing the Mayor to execute a license agreement for the Bradford Park with the Jefferson County Commission. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes. Mayor Sanders, the resolution passes unanimously as, Resolution 18-8. Mayor Sanders opened the Public Hearing regarding Shoney’s. Jean Murray, 5846 Princess Blvd. We are ready for Hot Fudge Cake. Bill Murray, 5846 Princess Blvd. How long before it is open? Hopefully by Fall. Julia Rudd, Cobblestone Court. Great! Ready for it. Keith Hall and Frank Hall, Partners, Hallmark Hospitality Group, spoke to those in attendance, stating Shoney’s has a lot of the same foods as well as an improved menu, as well as a meeting facility for up to 60 people. Mayor Sanders closed the public hearing. Councilor Churchwell offered an ordinance to grant public property and funds in accordance with section 94.01 of the Constitution of Alabama of 1901 and provide for the issuance of a not- to-exceed $500,00 limited obligation sales tax warrant, series 2018, to VHF Holdings, LLC to encourage, promote and support economic development in the City of Pinson. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-3. Public Comment: Dorlan Terry, 5455 Miles Spring Road. 5-6 years ago, there were 2 things he hoped to see the city do, get a good restaurant and a good hardware store. Councilor Churchwell moved to adjourn. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
