January 18, 2018 – 7:00 p.m.
Regular Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on
Thursday, January 18, 2018. Mayor Sanders led the invocation. Councilor Roberts led the
Pledge of Allegiance to the Flag of the United States of America.
Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council
members present:

Councilor Roberts
Councilor Churchwell
Councilor McCain
Absent:
Councilor Tanner
Councilor Galamore
Minutes: Councilor Roberts offered a motion to waive the reading of the January 4, 2018,
minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to
say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as
written of the January 4, 2018, meeting. Councilor McCain duly seconded the motion. Mayor
Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all
opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions
passed unanimously."
Committee Chair Comments:
Finance: Councilor McCain made a motion to approve payment of the bills in the amount of
$37,040.41 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion
passed unanimously."
Education: Mayor Sanders mentioned the Victory Parade held for the PVHS Football Team to
celebrate their State Championship was great fun and there were several hundred people in
attendance.
Mayor’s Report: Councilor Roberts offered a motion authorizing an upgrade of the computer
server at a cost of approximately, $10,773.10. Councilor McCain duly seconded the motion.
Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for
all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion
passed unanimously."
Mayor Sanders read an announcement concerning 3 acres behind Rite Aid and the proposed
Shoney’s Restaurant. Mayor Sanders mentioned there will be a public hearing at our February 1,
2018 meeting beginning at 7:00 p.m.
Mayor Sanders stated our Architect, Eric Hendon has suggested that we remove 1 bay from the
Field House at the Rock School and replace it with a double door/roll up door for public works
storage. Mayor Sanders called for any objection from council. Mayor Sanders, “No objection
was voiced.”
Councilor McCain offered a motion to authorize a 6-month trial agreement with Faith Catering
for concession stand services at PYSC. Councilor Roberts duly seconded the motion. Mayor
sanders called for any discussion. Councilor Churchwell asked if the equipment is still in good
shape. Mayor Sanders stated all of our equipment is in good shape. Mayor Sanders called for
any further discussion. As there was no further discussion, Mayor Sanders called for all opposed
to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed
unanimously."
Old Business: Mayor Sanders offered a second reading of a quote regarding Pinson Community
Center lighting.
New Business: Mayor Sanders reappointed David Gillian to the Planning and Zoning
Commission.
Councilor McCain offered a resolution appointing supernumerary members of the Zoning Board
of Adjustments of the city of Pinson, Alabama. Councilor Roberts duly seconded the motion.
Mayor Sanders called for any discussion. Mayor Sanders stated Joey LeMaster and Gail Hodge,
supernumerary members for a three year term, January 1, 2018, through December 31, 2020, and
Pat Wise, seated member for a three year term, January 1, 2018, through December 31, 2020.
Mayor Sanders called for any further discussion. As there was no further discussion Mayor
Sanders called for a roll call vote on the main resolution with the following results:
Mayor Sanders-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, the resolution passes unanimously as, Resolution 18-5.
Councilor Roberts offered a resolution approving a street signage agreement concerning Emerald
Forest Subdivision. Councilor McCain duly seconded the motion. Mayor Sanders called for any
discussion. As there was no discussion Mayor Sanders called for a roll call vote on the main
resolution with the following results:
Mayor Sanders-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes.
Mayor Sanders, the resolution passes unanimously as, Resolution 18-6.
Mike Sullivan, Park and Recreation Director, gave the report for Park and Recreation.
Eric Winfrey, Public Works Director, gave the report for Public Works.
Allison Scanlan, Library Director, gave the Library report.
Public Comment: None
Councilor McCain moved to adjourn. Councilor Churchwell duly seconded the motion. Mayor
Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
