Council Minutes January 4, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, January 4, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the December 21, 2017, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the December 21, 2017, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $86,119.49 a copy of the bills schedule is attached. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner highlighted a couple of items on the bill schedule. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Mayor Sanders stated there was a great turnout for the Christmas festivities. Mayor Sanders mentioned there will be a Victory Parade for the PVHS Football Team to celebrate their State Championship on January 14, 2018, beginning at Winn Dixie and ending at Bicentennial Park. Joe Knight, Jefferson County Commissioner, will also be in attendance for a presentation to the team. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding properties located at 7300 Helms Circle; 3119 Sleepy Hollow Drive; 8151 West Hill Road Mayor Sanders stated No one was present to speak for or against. Mayor Sanders opened a Public Hearing regarding 3824 Venus Avenue. Mr. Williams stated the work on 3824 Venus Avenue should be complete by February 1, 2018. Mayor Sanders closed the Public Hearing. Councilor McCain offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 7300 Helms Circle; 3119 Sleepy Hollow Drive; 8151 West Hill Road, from Jefferson County A1; R3; A1 to City of Pinson AG; RH; RR. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Councilor Roberts offered a resolution ordering the demolition of a building or structure located at 3824 Venus Avenue, Pinson, Alabama, Parcel ID# 12 00 06 3 006 018.000, in compliance with sections 11-40-30 through 11-40-36, Sections 11-53B-1 through 11-53B-16, inclusive, of the Code of Alabama, and in compliance with ordinance number 2016-16 of Pinson, Alabama; and calling for the city to cause said demolition to be performed and directing the city attorney and the city clerk to cause the cost of such demolition to be charged against the land on which the building or structure exists as a municipal lien or cause such cost to be recovered in a suit at law against the owner or owners. Councilor Roberts offered a motion authorizing various capital improvements at the Rock School in the amount of $20,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor McCain offered a motion authorizing modifications to areas of city hall per ADA requirements. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Old Business: Councilor Roberts offered a motion to approve quotes from Skipper & Associates in the amount of $21,117.00, for traffic calming device installation, Innsbrooke Parkway. Councilor Churchwell offered a resolution accepting said bids received on the 15th day of December 2017, for residential trash removal services and requesting the Mayor to provide contract with the lowest, most responsible bid received. New Business: Councilor Tanner offered an ordinance of the City of Pinson, Alabama, to exempt certain “Covered Items” from the municipal sales and use tax during the Third Weekend of July 2018, as authorized by §40-23-213 of the Code of Alabama, generally referred to as the State Sales Tax holiday legislation and certain emergency preparedness items under Act number 2-12-256, February 23-25, 2018. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell offered a motion to approve the registration and expenses of those council members that would like to attend the NLC Convention in Washington, March 11-14, 2018. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion Mayor Sanders called for all opposed to say "no", all in favor say "aye." Public Comment: None Councilor Roberts offered a motion to enter executive session to discuss real estate, and trade and commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum.
