Council Minutes December 21, 2017 – 10:00 a.m. Regular Meeting The Pinson City Council met in regular session at PHCC, Miles Springs Road, on Thursday, December 21, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the December 7, 2017, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the December 21, 2017, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting comments: Ronnie Dixon, City Manager, City of Clay, stated when the tornado hit Clay a few years ago the City of Pinson gave the City of Clay $10,000.00 to assist with the cleanup. The City of Clay purchased a Grapple Truck with those funds. Now, the City of Pinson Public Works Department will use the Grapple truck for one month to determine it is in good working order. If it is found to be in good working order, the City of Clay plans to declare the truck surplus and give it to the City of Pinson for $1.00. Ronnie Dixon, Jefferson County Board of Education, Board member, congratulated PVHS on their recent State Football Championship. Mr. Dixon added the Board of Education contributed $3,000.00 toward meals and entertainment for the football team while in Tuscaloosa for the championship game. Ronnie Dixon, Pinson-Clay Chamber of Commerce Executive Director. Mr. Dixon stated the Chamber of Commerce recently held their 5th Annual Christmas Gala with a Silent Auction from which they donated $650.00 to Jimmie Hale Mission and the Solid Rock Angel Program. The Chamber will also contribute to the Pinson Education Foundation with these proceeds. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $90,228.86 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner highlighted a couple of items on the bill schedule. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor’s Report: Mayor Sanders mentioned on January 14, 2018, at 2:00 p.m. there will be a Victory Parade for the PVHS State Football Champions. Mayor Sanders added the parade will begin at Winn Dixie and end at Bicentennial for certificate awards. Old Business: Councilor McCain offered a motion to approve additional flooring replacement at the Community Center at a cost of $2,327.40. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell stated he felt we should include all the rooms that have not been replaced. Councilor McCain and Tanner accepted the friendly amendment. Mayor Sanders stated the total cost would then be approximately $2,627.40. Mayor Sanders called for any further discussion. New Business: Councilor Roberts offered a resolution to confirm position titles and establish the position of Crew Lead Man. Councilor McCain duly seconded the motion. Mayor Sanders stated this will add to our Public Works staff, moving one part-time position to full-time. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders call for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as Resolution 17-58. Mayor Sanders introduced Charlie Polmatier, Borland Benefield to present our 2016/2017 Audit Report. Mr. Polmatier stated the city has had another positive year with no major changes in accounting policies and no difficulty in performing the audit. Mr. Polmatier stated no deficiencies were found. Mr. Polmatier discussed the audit and answered questions from council. Councilor Tanner offered a motion to adopt the 2016/2017 Audit. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Councilor Churchwell offered a motion to accept the gift of the Grapple truck from the City of Clay to test for 30 days. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion Mayor Sanders called for all opposed to say "no", all in favor say "aye."
