Council Minutes December 7, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, December 7, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Acting City Clerk, Pat Wise called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the November 16, 2017, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the November 16, 2017, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $73,542.31 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner highlighted a couple of items on the bill schedule. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Planning & Zoning: Mayor Sanders opened a Public Hearing regarding properties located at 5675 Red Hollow Road; 5148 Willow Ridge Circle, 5289 Willow Ridge Lane, 5400 & 5401 Saddle Ridge Lane & 5649 Red Hollow Road. Mayor Sanders stated No one was present to speak for or against Mayor Sanders closed the Public Hearing. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 5148 Willow Ridge Circle, 5289 Willow Ridge Lane & 5400 & 5401 Saddle Ridge Lane, from Jefferson County R-1, A-1 & R-2 to City of Pinson RM. Councilor Churchwell duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-38. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 5649 Red Hollow Road from Jefferson County R-6 to City of Pinson AG. Councilor Churchwell duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders, ordinance passes unanimously as, Ordinance 2017-39. Mayor’s Report: Quote and recommendation to pave the unfinished portion on Flight Drive were made. This street is in the Gilmer Industrial Park Area. Motion made by Councilor Tanner, duly seconded by Councilor Galamore. Mayor Sanders called for all opposed to say “no” all in favor say “aye”, Mayor Sanders, “Let the record reflect the motion passes unanimously. Mr. Roger Williams, the son and POA of home owner at 3724 Venus Avenue attended the meeting. He stated soon as he could get the gas company to turn off the gas, that demolition of this burned house would take place. Mr. Williams request time to give him to the first of January to resolve this problem. Mayor Sanders requested a motion to declare a nuisance and delay action until the first meeting in January. Motion made Councilor Roberts and Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say “no, all in favor say “aye”. Mayor Sanders” let the record reflect motion passed unanimously”. Mayor stated this is the first reading of street Signage Agreement Emerald Valley Estates. Mr. Jones will be getting pictures of signage to present later. Old Business: Mayor Sanders and council discussed new paving and lighting at the Community Center. Mayor Sanders had specs and pricing and quotes from Wright and, Apco. Councilor Galamore requested price for purchasing power poles, might be less expensive. Mayor Sanders stated he would get pricing. New Business: Mayor Sanders had our Public Works Director Mr. Winfrey to speak to council about taking on more medians for 2018 for cutting. Specs were provided to council for review on two new 20 foot trailers priced at $5,500,00 or less. Also discussed purchasing one new mower a year to replace older ones as they get 800 hours or so of usage. Councilor Tanner offered a motion approving the quote to purchase two trailers at $5,500.00 or less and Councilor Galamore duly seconded motion. Mayor Sanders called for any discussion. Public Comment: William Murray, Heatherpoint, 5826 Princess Blvd. requested the city to remove a mattress and trash from St. John Drive. This area has become a dumping ground. Mayor Sanders requested Public Works Director to check this road once a week. Also Mr. Murray requested speed breakers. Mayor Sanders stated we would be installing 6 of those in Innsbrooke soon, and will follow up when the city sees how well speed breakers are working in the other area. Mayor Sanders called for a Motion to enter Executive Session to discuss Trade, Commerce and Real Estate. Motion made by Councilor Roberts, duly seconded by Councilor Galamore, Mayor Sanders, I provide certification in regard to Trade, Commerce and real estate. It would be detrimental if items were discussed open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passes unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders call council out of executive session.
