Council Minutes November 21, 2017 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, November 21, 2017. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anjelea May, Acting City Clerk. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Galamore Minutes: Councilor Roberts offered a motion to waive the reading of the November 2, 2017, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the November 2, 2017, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Councilor Tanner offered a resolution recognizing 2017 Rudd Middle School Boys Track Team. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-56. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $136,551.24 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain reported the Veterans Day Luncheon went very well and it was the first time the veterans stood up to dance. Councilor McCain nominated PVHS Football Team as Grand Marshal. Mayor Sanders “let the record reflect all agreed.” Mayor Sanders stated if PVHS wins the game Friday night the Pinson will host on Friday December 1st. Mayor Sanders proposed moving the Christmas tree lighting to December 2nd if PVHS wins. All members agreed. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding properties located at 5254 Dug Hollow Road. Bob Jones, Zoning Administrator, stated all attempts had been made in regard to reaching the owner. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Roberts offered a resolution declaring a public nuisance relating to overgrown grass/weeds at 5254 Dug Hollow Road. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 17-57. Councilor Roberts offered a motion approving a quote to repair the hood and top of the 2006 Tahoe, Sanders Body Shop $1,400.00. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Old Business: Mayor Sanders suspended rules. Erik Hendon, Hendon & Huckstein Architects, gave a report on the Rock School Renovations. Mayor Sanders reinstated rules. New Business: Councilor Tanner offered an ordinance authorizing the lease of certain real property, located at 4182 Powell Avenue. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes as, Ordinance 2017-37. Public Comment: Matt Nixon, Assistant Park Director, gave the Park report. Allison Scanlan, Library Director, gave the Library report. Councilor McCain offered a motion to enter executive session to discuss trade and commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders released Anjelea May, Acting City Clerk. Mayor Sanders appointed Dawn Tanner, Acting City Clerk. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
