Council Minutes May 3, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, May 3, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Councilor Roberts Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the April 19, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the April 19, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $91,091.62 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Enhancements: Mayor Sanders mentioned Celebrating Pinson was well attended with 4,000- 5,000 in attendance and 864 children received armbands for free rides. Councilor McCain sated the movie this week will be The Emoji Movie, which will be shown at Bicentennial Park on May 4, 2018. Mayor Sanders mentioned the Mayor’s Prayer Breakfast will be held at Grayson Valley Country Club on May 4, 2018, beginning at 7:30 a.m. Tickets are $10.00 at the door. Mayor Sanders announced National Night Out will be hosted by Innsbrooke Subdivision again this year. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding properties located at 5254 Dug Hollow Road Mayor Sanders stated No one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Roberts offered a resolution confirming costs associated with abating a public nuisance at 5254 Dug Hollow Road, at a cost of $419.75. Councilor Tanner duly seconded the motion. Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-19. Mayor Sanders reported the Rock School renovation is progressing nicely and he will try to have pictures at a later meeting. Mayor Sanders stated he had researched offering Tag Renewals at city hall, adding the City of Clay has seen a decline because of online renewals. Mayor Sanders stated if we offer this service then the city takes on the responsibility of sending out tag notices which can run $1,200.00-$1,400.00 per year which we cannot re-coup. Mayor Sanders added it appears the growth is in online services. Councilor Churchwell offered a motion authorizing additional flooring in the lower hallway by Public Works at the Rock School Center, at a cost of approximately $3,000.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Old Business: Councilor McCain asked council to consider changing City Hall hours to 8:00 a.m.-4:00 p.m. rather than 8:30 a.m.-4:30p.m. Mayor Sanders offered a very sincere thank you to the Sheriff and Marshal’s offices for their work regarding crimes committed in our community. Mayor Sanders added there are now 4 people in custody in connection with the crime. New Business: None. Mike Sullivan, Park and Recreation Director, gave a report on the Spring Sports season. Mr. Sullivan added the Splash Pad will open on May 25, 2018. Eric Winfrey, Public Works Director, gave a report concerning Bradford Park. Councilor Galamore offered a motion to authorize the purchase of 2 additional matching picnic tables non-ADA, at a cost of $3,000.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Public Comment: Barry Wilson, Pinson Education Foundation, announced the Banquet for the Pinson Education Foundation will be held, Monday May 7, 2018, at 7:00 p.m., at Palmerdale United Methodist Church. Councilor McCain offered a motion to enter executive session to discuss real estate, litigation and trade and commerce. Councilor Roberts duly seconded the motion. Attorney Black, I provide certification in regard to Litigation it would be detrimental if items were discussed in open forum. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum.
