Council Minutes May 15, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, May 15, 2018. Mayor Pro-Tem Roberts led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Councilor Tanner Councilor Galamore Councilor Churchwell Councilor Roberts Councilor McCain Absent: Mayor Sanders In Mayor Sanders absence, Mayor Pro-Tem Roberts is presiding. Minutes: Councilor Churchwell offered a motion to waive the reading of the May 3, 2018, minutes. Councilor McCain duly seconded the motion. Mayor Pro-Tem Roberts called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the May 3, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Pro-Tem Roberts called for any discussion. As there was no discussion, Mayor Pro-Tem Roberts called for all opposed to say "no", all in favor say "aye." Mayor Pro-Tem Roberts" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $353,097.46 a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Pro-Tem Roberts called for any discussion. Councilor Tanner mentioned some of the bills on the schedule; $32,000.00 paving at Community Center; $190,000.00 Library Renovation at Rock School; $85,000.00 Architects. Mayor Pro-Tem Roberts called for any further discussion. As there was no further discussion, Mayor Pro-Tem Roberts called for all opposed to say "no", all in favor say "aye." Mayor Pro-Tem Roberts "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain stated attendance of the Movies in the Park has been very good with over 300 in attendance of CoCo. Councilor McCain added on, May 25, 2018 Ferdinand will be shown and in June The Greatest Showman will be shown, date to be announced. Councilor McCain mentioned Beat the Heat at Turkey Creek will be held, July 21, 2018, adding the city will provide cool treats at the event. Mayor Pro-Tem Roberts announced National Night Out will be, August 7, 2018, at the pavilion at Innsbrooke. Mayor Pro-Tem Roberts suspended rules, allowing Eric Winfrey, Public Works Director, to speak regarding irrigation materials needed at Bradford Park. Old Business: Mr. Winfrey gave a report on the irrigation items needed for Bradford Park. Mr. Winfrey explained what is available now at the park and what would be needed for proper irrigation. Mr. Winfrey stated the cost would be approximately $7,000.00. Mayor Pro-Tem Roberts reinstated rules. Councilor Galamore offered a motion authorizing up to $7,000.00 for the irrigation system at Bradford Park. Councilor Tanner duly seconded the motion and asked to amend the motion to Charge the Mayor to be in touch with the Water Company a.s.a.p. Councilor Galamore accepted the friendly amendment. Mayor Pro-Tem Roberts called for any discussion. As there was no discussion, Mayor Pro-Tem Roberts called for a roll call vote with the following results: Mayor Pro-Tem Roberts-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Pro-Tem Roberts, motion passes unanimously. Councilor McCain offered a motion changing City Hall hours to Monday-Friday, 8:00 a.m. until 4:00 p.m. Councilor Tanner duly seconded the motion. Mayor Pro-Tem Roberts called for any discussion. As there was no discussion, Mayor Pro-Tem Roberts called for all opposed to say "no", all in favor say "aye." Mayor Pro-Tem Roberts "Let the record reflect the motion passed unanimously." Councilor Galamore gave council 3 quotes for outdoor concrete games to be installed at Bicentennial Park. After some discussion, Councilor Churchwell stated he felt the discussion should be postponed until the next meeting so that location of the game can be decided. New Business: Councilor Galamore stated due to inclement weather, graduation has been moved to BJCC Concert Hall. Adding, doors open at 6:00 p.m. and graduation begins at 7:00 p.m. Public Comment: Allison Scanlan, Library Director. Mrs. Scanlan gave the Library report regarding the Library renovations/interior designs, etc. William Murray, 5846 Princess Blvd. Mr. Murray asked if there was an update on Shoneys. Mayor Pro-Tem Roberts stated they are in the engineering and site prep stage now, and are on schedule to open in the fall. Mr. Murray thanked the Public Works dept. for the outstanding job they are doing. Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion. Mayor Pro-Tem Roberts called for all opposed to say “no”, all in favor say “aye”. Motion carried.
