Council Minutes March 21, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, March 21, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Galamore Minutes: Councilor Roberts offered a motion to waive the reading of the March 7, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the March 7, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Special Guests: John Bailey, PVHS Theater Teacher and the cast members of the upcoming musical, Godspell, performed a couple of songs for those present. Mr. Bailey thanked council for the new light in the auditorium. Deputy Steve Stewart was sworn in by Mayor Sanders as a City of Pinson contract Deputy. Mayor Sanders reinstated rules. Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of 69,535.14, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned some of the bills are, Jefferson County Sheriff’s Office $45,000; Plumbing for the kitchen at the Rock School $13,000; Architect for the Safe Room $11,000. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain announced the Basketball Championship Parade will be held, April 6, 2019, at 10:00 a.m., beginning at Winn Dixie and continuing to Bicentennial Park. Councilor McCain announced CityFest will be held, April 27, 2019, from 10:00 a.m. until 2:00 p.m. at Bicentennial Park. Councilor McCain added there will be free rides for the children and food vendors. Mayor Sanders mentioned Movies in May will begin May 3, 2019, adding movie titles will be announced later. Mayor’s Report: Councilor McCain offered a motion approving the purchase of a handheld radar and a portable vehicle mount radar, in the amount of $3,897.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Mayor Sanders offered a first reading of a quote regarding a new air conditioning system for the Rock School reception room. Councilor Roberts offered a motion approving a light fixture quote for the Rock School kitchen, in the amount of $5,800.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Old Business: Ronnie Dixon, Executive Director of Clay-Pinson Chamber of Commerce, gave a report regarding the 2018 Alabama Butterbean Festival proceeds. Mr. Dixon stated the board is discussing placement of the carnival rides for the 2019 festival since the new library has now opened. Mayor Sanders reinstated rules. Councilor Tanner offered a resolution concerning the Clay-Pinson Chamber of Commerce. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell- abstain; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 19-10. Councilor Tanner offered a resolution authorizing the Mayor to enter into a contract for advertising and promotion with the Clay-Pinson Chamber of Commerce for the 2019 Alabama Butterbean Festival. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell- abstain; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 19-11. Councilor Roberts offered a motion approving the purchase of asphalt needed to pave the lot at Palmerdale Fire Station #1, in the amount of $13,540.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell- abstain; Councilor McCain-yes. Mayor Sanders, motion passes unanimously. Mayor Sanders offered a second reading regarding Health Insurance coverage for City employees. Councilor Roberts stated more research is needed. Councilor Tanner asked the Mayor to schedule a work session to discuss this further. Mayor Sanders stated the work session could possibly be held, April 11, 2019. Councilor Churchwell asked if a representative from Local Government Insurance could be present at the work session. Mayor Sanders stated he would see if anyone is available to attend the work session. New Business: Councilor Churchwell offered a motion approving funds for the purchase of Extraction washers for Center Point Fire District, Station #2, in the amount of $10,889.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Councilor Roberts offered a resolution to re-designate the position of an employee and amend a pay range of a position, regarding the Public Works department. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-12. Councilor Tanner offered a resolution authorizing the Mayor to execute a license agreement for the softball field on the campus of Pinson Elementary with the Jefferson County Board of Education. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-13. Councilor Churchwell offered a resolution authorizing an expenditure in connection with the Turkey Creek Nature Preserve. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as. Resolution 19-14. Public Comment: Joe Cochran, thanked council for use of the park while the softball field was being completed. Mr. Cochran also mentioned the speaker for the Pinson Education Foundation Banquet will be Bill Gray, Executive Director of Central Alabama FCA. Councilor McCain offered a motion to enter executive session to discuss real estate. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session.
