Council Minutes March 7, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, March 7, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the February 21, 2019, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the February 21, 2019, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Special Guests: Sheriff Mark Pettway spoke regarding his support and the continuing relationship with the city and contract Deputies. Chief Hill spoke regarding the contract Deputies as well. Councilor Roberts offered a resolution concerning an amendment to the to the contract with the Jefferson County Sheriff in order to add a fourth contract deputy. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 2019-8 Committee Chair: Councilor Tanner offered a motion to pay the bills in the amount of $65,888.78 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Councilor Tanner offered a motion authorizing the purchase of 2 ice machines, for use at Rock School and Softball Concession Stand, in the amount of $7,066.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Galamore offered a motion to approve a quote for the Rock School Lunchroom, from Pike’s Plumbing, for approximately $8,465.00. Councilor Galamore duly seconded the motion. Mayor Sanders mentioned getting some plumbing quotes and other things to get the dining room functional for a reception area. Mayor Sanders called for any other discussion. Mayor Sanders opened a Public Hearing regarding FEMA Flood Elevation Ordinance Renewal. Mayor Sanders, “Let the record reflect no one was present to speak for or against”. Mayor Sanders closed the public hearing. Councilor Roberts offered an ordinance to repeal the existing Floodplain ordinance of Pinson, Alabama, adopted on June 7, 2007, to adopt a new Floodplain management ordinance and to establish an effective date thereof. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-8. Mayor Sanders offered a first reading on a resolution for Pinson Valley High School Basketball Team/State Champions. Old Business: Councilor Roberts offered a resolution concerning the membership of the Library Board of the City of Pinson, Alabama, appointing Sylvia McClain. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 2019-9 Councilor Tanner offered an ordinance of the City of Pinson, Alabama, to exempt certain “covered items” from the municipal sales and use tax during the third weekend of July 2019, as authorized by § 40-23-210-213 of the Code of Alabama. Generally referred to as the State sales tax holiday legislation and certain emergency preparedness items under Act number 2-12-256. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-9 New Business: Mayor Sanders offered a first reading of a resolution concerning the Clay- Pinson Chamber of Commerce and a resolution authorizing the Mayor to enter into a contract for advertising and promotion with the Clay-Pinson Chamber of Commerce for the 2019 Alabama Butterbean Festival. Mayor Sanders offered first consideration of Health Insurance coverage for city employees. Councilor Tanner mentioned the PVHS speakers at the stadium need to be replaced, approximate cost $3,500.00. Councilor Tanner offered a motion authorizing the ALM voting delegates as follows: 1st Delegate-Councilor Churchwell; 2nd Delegate-Councilor Roberts. Councilor McCain duly seconded the motion. Councilor Roberts offered as first consideration; Palmerdale Fire Station #1 is in need of paving at a total cost of $16,000 which includes the cost of asphalt. Councilor Roberts added the County has pledged $7,500 toward the project and would like the city to provide the needed asphalt. Mike Sullivan, Park and Recreation Director, gave the Park and Rec report. Eric Winfrey, Public Works Director, gave the Public Works report. Allison Scanlan, Library Director, gave the Library report. Public Comment: Fire Chief Gene Coleman gave the recent incident report and announced on March 9th there will be a “Chili Cook off: in Tarrant for the Jerry Presley family. Josiah Knowles presented council with a LEGO model of City Hall. Councilor Churchwell moved to adjourn. Councilor Galamore duly seconded the motion.
