Council Minutes February 21, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, February 21, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Appointed City Clerk, Pat Wise called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the February 7, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the February 7, 2019, meeting. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair: Councilor Tanner offered a motion to pay the bills in the amount of $38,215.57 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Education: Rudd Middle School, Art Teacher, Ms. Travis presented Council with a packet and displayed some of the student’s art projects in the back of council chambers. Her request was for 24 Chromebooks totaling $5,500.00. Chromebooks with Art Integration would promote college and career readiness and help improve overall test scores of the students. Pinson Valley High School ITS teacher Ms. Blair stated they need calculators and Chromebooks for testing and to improve school scores. This total cost is $16,080.00. Councilor Tanner offered a motion to approve both request for a total of $21,580.00 for calculators and Chromebooks. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. There was no more discussion. Mayor Sanders called for a roll call vote on the motion with the following results. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-abstained; Councilor Roberts- yes; Councilor Churchwell-yes. Mayors Sanders motion passed unanimously. Mayor’s Report: Mayor Sanders discussed the design and installation of speed calming devices from Skipper in the amount of $4,200.00 in the Heatherpointe Subdivision. Councilor Roberts offered a resolution to accept Skippers agreement. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Mayor Sanders, resolution passes unanimously as, Resolution 2019-4 Mayor Sanders offered a first reading on a resolution concerning an amendment to the contract with the Jefferson County Sheriff in order to add a fourth contract deputy. Councilor Churchwell offered a motion to purchase exterior doors for the Rock School Center for approximately $3,500.00. Councilor Galamore duly seconded the motion. Mayor Sanders mentioned getting some plumbing quotes and other things to get the dining room functional for a reception area. Mayor Sanders called for any other discussion. Old Business: Councilor Roberts offered a motion to accept quote of $9,173.00 from Argo Power equipment to purchase a new lawnmower for the public works department. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. Councilor Galamore offered a motion to accept quote of approximately 5,000.00 from DGA for 6 additional holes for the disc gold which would increase it to 18 holes. Councilor Tanner duly seconded the motion. Mayor Sanders added this would make this a tournament park. Mayor Sanders called for any discussion. Councilor Roberts offered a resolution authorizing the Mayor to enter into a contract with Modular Connections, LLC for the construction of a tornado safe room for $167,658.00. Councilor Galamore duly seconded the motion. Mayor Sanders stated the tornado shelter would be behind Palmerdale Fire Station #1 where tennis courts are currently. Mayor Sanders also mentioned the safe room would have the capacity of 100 for first responders and other residents Mayor Sanders call for any discussion. As there was no discussion. Mayor Sanders, resolution passes unanimously as, Resolution 2019-5. Councilor Churchwell offered a resolution authorizing the Mayor to enter into a contract for the cooperative management of Turkey Creek Nature Preserve. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 2019-6. Councilor Tanner offered an ordinance authorizing the license agreement of certain real property to the Center Point Church of Christ. Councilor Roberts duly seconded the ordinance. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders ordinance passes unanimously as Ordinance 2019-7. Public Comment: Fire Chief Gene Coleman talked about hiring 2 new shift commanders and 2 Lieutenant’s. at Station #4. Also adding new living quarters. March 9th there will be a “Chili Cook off: in Tarrant for the Jerry Presley family. He also stated Brendon Pierce, age 21 a fire fighter at Palmerdale Fire station and passed, very unexpectedly, last week on the job. Councilor Churchwell moved to adjourn.
