Council Minutes February 7, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, February 7, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the January 17, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the January 17, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting comments: Coach Tony Hatmaker, PVHS Women’s Bowling Coach thanked council for their financial support with the recent tournament. Justin Tanner, Verizon Director of Governmental Affairs, explained Verizon’s request for a franchise agreement. Attorney Black has been working with Verizon officials preparing the agreement and will have to council soon. Mayor Sanders reinstated rules. Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of $83,943.50 a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Mayor Sanders opened a Public Hearing regarding property located at 4442 Pinson Boulevard. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 4442 Pinson Boulevard, from Jefferson County C1 & R2 to City of Pinson TC & RM. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. Eric Winfrey, Public Works Director, gave a report regarding the work completed by the Public Works Department from October 2018 through present. Mayor Sanders reinstated rules. Old Business: Councilor Tanner offered a motion to approve paving the Walking Track at Bicentennial Park in the amount of $27,150.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor McCain offered an ordinance regarding the transfer of real property to the Center Point Fire District, Lot 2 Old Main Street Subdivision. Councilor Roberts duly seconded the motion. New Business: Councilor Roberts offered a resolution regarding a residential lease agreement of property located at, 4182 Powell Avenue, in the amount of $725.00, per month. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 19-3. Councilor Roberts offered a motion to authorize the purchase of a 1997 Crown Victoria and a 2006 Tahoe from the City of Kimberly, in the amount of $2,000.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Councilor Tanner discussed placing a street light at the Rock School Center & Silver Lake Road. After some discussion, council would like to consider a light similar to the other lights in the parking lot. Mayor Sanders stated, we will continue to review options. Mayor Sanders suspended rules. Lee Guess, PVHS Tennis Coach, requested $2,838.00 for two (2) Tennis Ball machines, and explained how these machines would help the team. Mayor Sanders reinstated rules. Councilor Galamore offered a motion approving a request from PVHS Tennis team for two (2) Tennis Ball machines in the amount of $2,838.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner mention the possibility of having Angel Wings painted by the PVHS Art Students on a couple of the city buildings, possibly the end of the Rock School Center and PYSC concession stand, field 4 side. Mayor Sanders stated he would mention this to the PVHS Art Department teacher. Councilor Tanner offered a 1st reading regarding funding for Clastran in the amount of $500.00. Public Comment: Bill Murray, 5846 Princess Blvd, asking for speed breakers to be placed in Heatherpointe subdivision. Sylvia McClain, 5781 Princess Blvd. Spoke in support of the speed breakers in Heatherpointe subdivision. Councilor Roberts offered a motion to enter executive session to discuss litigation, real estate and trade and commerce. Councilor Churchwell duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum.
