Council Minutes January 17, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, January 17, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the December 20, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the December 20, 2018, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting comments: Danny Garrett presented council with a check in the amount of $25,000.00, for Library furnishings and Turkey Creek Nature Preserve. Representative Garrett stated these funds are being donated from Representative Allen Treadaway and himself, adding Representative Treadaway donated $10,000 for Library furnishings and Representative Garret donated $15,000, of which $5,000 is designated for Library furnishings and $10,000 is designated for Turkey Creek Nature Preserve. Deputy Jordan Thomas was sworn in by Mayor Sanders as a City of Pinson contract Deputy. Mayor Sanders reinstated rules. Councilor Tanner offered a resolution recognizing the PYSC 8U football team for placing second overall in United Youth Football of Alabama. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 2019-2. Mayor Sanders presented the resolution to team members and coaches. Mike Sullivan, Park and Recreation Director, stated Chris Ousley, PYSC District Director was named ARPA Volunteer of the Year, adding we appreciate everything he does. Mayor Sanders reinstated rules. Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of $142,096.53 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned the large portion of bills are, Jefferson County Sheriff’s Office $21,243; Borland and Benefield $19,500; Library furniture $29,000 & 24,000. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Mayor Sanders stated the PVHS Victory Parade was well attended Even with the time/day change. Mayor Sanders suspended rules. Allison Scanlan, Library Director stated 150 people attended the Preview Reception and approximately 400 people attended the Grand Opening of the Library. Mayor Sanders reinstated rules. Councilor Churchwell offered a motion approving the cost of a LEGO City Hall model in the amount of $700.00, to be built by Josiah Knowles. Councilor Roberts duly seconded the motion. Mayor Sanders mentioned Mr. Knowles previously built the Rock School and Price’s Drug Store LEGO Models for the city. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously”. Old Business: None. New Business: Mayor Sanders suspended rules to allow those requesting funds for the school to speak. Mr. Turner, PVHS Principal. Mr. Turner requested $2,720.00 to help with ACT funding for Mock Exams for 11th grade students. Ms. Martin, PVHS Special Ed Teacher. Ms. Martin requested $1,500.00 for Special Olympics, adding they have raised all the funds except $1,466.00. Councilor Tanner for PVHS Volleyball Coach. PVHS Volleyball team is requesting $1,500.00 for uniforms. The PVHS Bowling team is requesting $500.00 for tournament expenses. Mr. Bailey, PVHS Theater Teacher. Mr. Bailey requested $250.00 for a new spot light in the Theater Auditorium. Mayor Sanders reinstated rules. Councilor Roberts offered a motion to approve releasing funds to PVHS; Rudd Middle School; Kermit Johnson Elementary; and Pinson Elementary School in the amount of $30,500. Councilor Tanner duly seconded the motion. Mayor Sanders stated this amount includes $21,000 of base allocations for the four schools in our area. Mayor Sanders called for any discussion. Councilor Churchwell offered a motion to approve registration and expenses for council/staff that will be attending NLC in March and November 2019; and the ALM in May. Public Comment: None Councilor Roberts offered a motion to enter executive session to discuss real estate and trade and commerce. Councilor Tanner duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders called council out of executive session. Councilor Tanner moved to adjourn.
