Council Minutes January 3, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, January 3, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $193,406.56 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned this will be the last payment to Seay Construction for the Rock School renovation, adding the additional large payments are for library furniture and shelving. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Mayor Sanders stated the PVHS Victory Parade will be, January 12, 2019, beginning at 2 p.m. Mayor Sanders suspended rules. Allison Scanlan, Library Director stated the Grand Opening of the Library will be, January 13, 2019, from 2:00 p.m. until 4:00 p.m., adding there will be food and the public is invited. Mrs. Scanlan added there is an invitation only Preview Party on, January 10, 2019, from 4:00 p.m. until 6:00 p.m. Mrs. Scanlan discussed some additional concerns she has with the library regarding wireless door sensors and other issues involving the alarm system. Mayor Sanders stated he will have the alarm company review and give us a quote for anything additional needed. Other items discussed were, a mailbox; Shelving trim; and placement of the Diaper changing stations. Mayor Sanders reinstated rules. Mayor Sanders opened a Public Hearing regarding properties located at 3798 Flight Drive; 3950 Flight Drive; 6176 Sunrise Drive; 5134 Pinson Valley Parkway; 2 Gilmer Industrial Park; 3820 Gilmer Drive;5124 Pinson Valley Parkway; 5128 Pinson Valley Parkway; and 5130 Pinson Valley Parkway. As well as properties located at 5778 North Road. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor Churchwell offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 3798 Flight Drive; 3950 Flight Drive; 6176 Sunrise Drive; 5134 Pinson Valley Parkway; 2 Gilmer Industrial Park; 3820 Gilmer Drive;5124 Pinson Valley Parkway; 5128 Pinson Valley Parkway; and 5130 Pinson Valley Parkway, from Jefferson County A1&I2A&I3 to City of Pinson HI. Councilor McCain duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Councilor Roberts offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 5778 North Road, from Jefferson County A1 to City of Pinson AG & RR. Mayor Sanders opened a Public Hearing regarding property located at 4718 Innsbrooke Parkway, 6324 Tyler Loop Road. Bob Jones, Zoning Administrator, reported on each property. No one was present to speak for or against. Mayor Sanders closed the Public Hearing. Mayor Sanders, stated Let the record reflect council takes no action, thereby allowing Hand Arendall file the appropriate paperwork for these properties. Old Business: Councilor Tanner offered an ordinance creating the City of Pinson, Alabama, Parks & Recreation Advisory Board. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2019-3. Councilor Roberts offered a motion to approve a quote for Rock School fire alarm from Prestige Alarm, in the amount of $19,583.13. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say “no”, all in favor say “aye.” Mayor Sanders, “Let the record reflect the motion passed unanimously”. New Business: Councilor Tanner offered an ordinance of the City of Pinson, Alabama, to exempt certain “covered Items” from the municipal sales and use tax during the first full weekend of August, 2019, as authorized by §40-23-213 of the Code of Alabama, generally referred to as the State Sales Tax Holiday Legislation and certain emergency preparedness items under ACT Number 2-12-256. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Councilor Galamore offered a resolution recognizing the Pinson Valley High School Football Team and their State of Alabama 6A Football Championship. Councilor Tanner duly seconded the motion. Mayor Sanders, resolution passes unanimously as, Resolution 19-1. Public Comment: None Councilor McCain offered a motion to enter executive session to discuss real estate and trade and commerce. Councilor Roberts duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously.
