Council Minutes December 20, 2018 – 1:00 p.m. Regular Meeting The Pinson City Council met in regular session Palmerdale Homestead Community Center, 5320 Miles Springs Road, on Thursday, December 20, 2018. Barry Wilson, PHCC President, led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the December 6, 2018, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the December 6, 2018, meeting. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Mayor Sanders announced Christmas Parade Float winners and presented prize money to those in attendance: 1st Place-Palmerdale Cross Church; 2nd Place-First Baptist Pinson; 3rd Place Parkway Church of God. Mayor Sanders added, the Clay-Pinson Chamber of Commerce donates 1st and 2nd place prize money and 3rd place prize money is donated by our City Attorney. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $70,869.56 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated a portion of the amount is for, Hand Arendall $14,784.00; and General Obligation Warrant $25,179.00. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor’s Report: Mayor Sanders stated the date of the PVHS Victory Parade is January 12, 2019. Mayor Sanders mentioned he has received quotes for confetti sticks and pole banners. Councilor Tanner offered a motion to approve the purchase of confetti sticks and 10 pole banners at a cost of approximately $4,000.00, adding that council would approve the banner proof before they are printed. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Mayor Sanders stated, “Let the record reflect Mike O’Toole has been reappointed to the Planning and Zoning Commission”. Old Business: Councilor Roberts offered a motion to renew the SeeClickFix contract for 6 months at a cost of $2,250.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-no. Mayor Sanders, motion passes. Attorney Black explained the latest version of a Park and Recreation Advisory Board Ordinance. After some discussion, Mayor Sanders asked Attorney Black to make changes as requested. Councilor Roberts offered an ordinance prohibiting certain kinds of parking in residential areas. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-28. Attorney Black explained the Charter Franchise agreement. Councilor Galamore offered an ordinance extending the City’s franchise with Charter. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-29. New Business: Mayor Sanders offered a first reading regarding a quote for the Rock School Center Fire Alarm. Mayor Sanders suspended rules, introducing Charlie Polmatier, Borland Benefield, CPA. Mr. Polmatier presented the 2017/2017 Audit Report. Mr. Polmatier stated the records were in order and the auditors were able to view everything they asked for. Mr. Polmatier stated the city’s plans to move the library to the Rock School, with a major renovation, was done without having to borrow money. Mr. Polmatier added, this is something to be proud of because you just don’t see that in other municipalities. Mr. Polmatier explained the remainder of the audit to council, and answered questions posed by council. Councilor Tanner offered a motion to accept the 2017/2018 Audit Report. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Public Comment: Grant Mitchell stated concern regarding the new PVHS Girls softball field. Mr. Mitchell stated he felt that the city should find out the plans for the positioning of the field. Wayne Hyche asked when would the city appoint new Board members for PHCC? Mayor Sanders stated, we don’t control the members of the Board here. Mr. Hyche asked which doors the handicap come in? Mayor Sanders stated he believes it is labeled. Mr. Hyche asked to remove the 4 doors at the rear of the gym so that they can never be closed. Mayor Sanders state the doors will not be removed, adding the doors are opened at the appropriate time of an event. Grant Mitchell state he wondered why only the Hyches had a complaint. Ron Hyche stated he would be filing a complint with Mr. Cheek with the DOJ. Barry Wilson stated he appreciated Council and their support. Mr. Wilson stated there were approximately 5000 people that came to Insanitarium this year. Councilor McCain moved to adjourn. Councilor Tanner duly seconded the motion.
