Council Minutes December 6, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, December 6, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anjelea May, Acting City Clerk. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Galamore Minutes: Councilor Roberts offered a motion to waive the reading of the November 15, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the November 15, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $173,617.51 a copy of the bills schedule is attached. Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain mentioned the tree lighting was Thursday and the parade previously scheduled for December 1 had to be rescheduled for Sunday, December 2 because of the rain; but we still had a great turnout and lots of floats. Mayor’s Report: Mayor Sanders opened a Public Hearing regarding property located at 5249 Clay Palmerdale Road and 7268 Highway 75. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor McCain offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 5249 Clay Palmerdale Road, from City of Pinson AG to City of Pinson RE for the residual exiting lot and City of Pinson RR for the one-acre new lot being created int eh northeast corner of the parcel. Councilor Tanner duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-26. Councilor McCain offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 7268 Highway 75, from City of Pinson AG to City of Pinson RE four and one/quarter acres and City of Pinson HC 0.66 +/- acres the northeast corner of said parcel to allow operation of an office. Councilor Roberts duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-27. Mayor Sanders opened a Public Hearing regarding property located at 4718 Innsbrooke Parkway, 6324 Tyler Loop Road and 5940 Willow Ridge Road. No one was present to speak for or against. Mayor Sanders closed the Public Hearing. Mayor Sanders, stated as of today, the property located at 4718 Innsbrooke Parkway and 6324 Tyler Loop Road are much better. Councilor Roberts offered a motion to continue the Public Hearing to January 3, 2019 regarding property located at 4718 Innsbrooke Parkway and 6324 Tyler Loop Road. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders, stated as of today, there has been no change in the property located at 5940 Willow Ridge Road. Councilor Roberts offered a resolution concerning 5940 Willow Ridge Road. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Old Business: None New Business: Mayor Sanders mentioned Pinson Valley High School football team will play Saraland in Auburn Friday at 7:00 p.m. in the 6A State Championship game. Councilor Tanner offered a resolution recognizing Donnie West for his service to the Center Point Fire District, and consequently, to the City of Pinson and the Pinson Community. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders mentioned Deputy Pugh has taken a job with Madison County and Mayor and council wanted to wish him well. Mayor Sanders mentioned the robbery reported at Dollar General during the Christmas parade was a hoax. Mayor Sanders thanked the sheriff’s department for their hard work in handling this case. Councilor Tanner made a motion to change the December 20 council meeting to Palmerdale Homestead Community Center at 1 p.m. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders called council out of executive session. Councilor Roberts offered a resolution authorizing the Mayor to pursue a FEMA Grant in regard to the mitigation of flood properties. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes.
