Council Minutes September 20, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, September 20, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Absent: Councilor Tanner Minutes: Councilor Roberts offered a motion to waive the reading of the September 6, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the September 6, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting comment: Garland Odell, Wreaths Across America. Mr. Odell asked for the city’s participation in the Wreaths Across America event to be held at, Jefferson Memorial Gardens, December 15, 2018, at 11:00 a.m. This is a nationwide event where Christmas Wreaths will be laid on all military graves. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Roberts made a motion to approve payment of the bills in the amount of $80,959.42, a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts stated $21,243.00 to Jefferson County Sheriff’s Office and $11,859.00 to Art’s Music for Sousaphones for PVHS Band are a portion of the total. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain announced the Alabama Butterbean Festival will be held on October 5-6, with fireworks on Friday night. Councilor McCain announced the Veterans Day Luncheon will be held, November 12, 2018, at the Rock School Center, entertainment will be Ken Lambert and the Kool Kats, and catering from Jim N Nicks. Mayor’s Report: Mayor Sanders mentioned the PVHS marching Festival will be held, September 29, 2018, from 10:00 a.m. – 8:30 p.m. Volunteers welcome. Councilor McCain offered a motion approving attendance of the Clerk’s Winter Conference for Anje May and Marie Turner, at a cost of approximately $1,300.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Discussion was held regarding emergency procedure & spending policies. Attorney Black explained the standing resolution from 2012 provides for clear action even if the Mayor is incapacitated. Mayor Sanders stated he will be happy to provide council with a report listing the breakdown of expenses from the Visa bill each month. After some discussion, it was decided the Mayor will provide a report each month listing expenses regarding the Visa bill. Mayor Sanders mentioned the pre-bid meeting for the Storm Shelter will be held, October 4, 2018, adding FEMA has increased their portion which will increase our portion to $50,000- $60,000, rather than $40,000. Old Business: Attorney Black presented Option A-Advisory Board, regarding a Park and Recreation Board, to council. After some discussion, Mayor Sanders asked Attorney Black to prepare a draft of the Advisory Board option. New Business: Councilor Roberts offered a resolution authorizing the Mayor to enter into an amendment to the contract for enhanced law enforcement services between the City of Pinson and the Sheriff of Jefferson County. Councilor McCain duly seconded the motion. Attorney Black explained this agreement extends the existing contract for another year. Mayor Sanders stated he has expressed an interest to go to 4 Deputies. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-31. Mayor Sanders offered a first reading abatement of litter and junk public nuisances. Attorney Black explained the ordinance to council and the difference from what the city already has in place. Mayor Sanders stated the October 4, 2018, council meeting will be held on October 2, 2018, due to lack of quorum on October 4, 2018. Public Comment: Allison Scanlan, Library Director. Announced the Library will be closed beginning October 4, 2018, to allow the staff to begin the process for moving to the new location at the Rock School Center. Ms. Scanlan expects the Library to re-open in late November 2018. Councilor McCain moved to adjourn. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
