Council Minutes September 6, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, September 6, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the August 16, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the August 16, 2018, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $338,192.87, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated $288,945.00 of the total is for Seay Construction and the Rock School renovations. Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5740 & 5778 North Road. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Enhancements: Councilor McCain announced the Alabama Butterbean Festival will be held on October 5-6, with fireworks on Friday night. Councilor McCain announced the Veterans Day Luncheon will be held, November 12, 2018, at the Rock School Center, entertainment will be Ken Lambert and the Kool Kats. Councilor McCain announced the Christmas Float Theme for this year will be Christmas Movies. There was no objection voiced from council. Mayor’s Report: Councilor McCain offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, located at 6201 and 6219 Kaley Lane. Mayor Sanders called for any discussion. Councilor Roberts offered a motion to approve financial support for adult ESL classes at Rudd Middle School, in the amount of $2,944.00 for two tutors. Councilor McCain duly seconded the motion. Mayor Sanders offered a first reading to the Second Amendment to Lease Agreement, regarding PHCC including an insurance request from Jefferson County Board of Education. Mayor Sanders offered a first reading regarding Health Insurance through Local Government (LGHIP). Councilor Roberts offered a motion to receive a Grapple Truck with title from the City of Clay. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts offered a motion authorizing proceeding with maps as presented for rezoning the conveyance of a 7 ½ acre lot to Center Point Fire District Station #2. Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner offered a motion authorizing street sweeping quarterly at a cost of $2,300.00/quarter. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner asked for the street sweeping to begin at Sunrise Gardens which is in the City limits of Birmingham. Councilor Roberts offered a friendly amendment to the motion to have the street sweeping done monthly, at a cost of $1,000.00/mo., rather than quarterly. Friendly amendment was accepted. Old Business: Councilor Tanner offered an ordinance to provide for the issuance of an up to $250,000 taxable General Obligation Line of Credit Warrant, of the City of Pinson, Alabama. Attorney Black explained some of the items included in the information as well as answered some questions of council. Councilor Galamore offered a motion approving the purchase of a Run Through Helmet for PYSC at a cost of $673.00 plus 343.00 for shipping. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders suspended rules. New Business: Erik Hendon, Hendon and Huckstein, explained the Change Orders to council. Mayor Sanders reinstated rules. Councilor Roberts offered approval of Change Orders 3b; 4; 16 plus others Mr. Hendon has proposed including credits, adding, 13; 5; 3a not included at this time, in the amount of $20,899.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders, resolution passes unanimously as, Resolution 18-30. Councilor Galamore inquired about the possibility of the newly annexed McDonald’s sales tax proceeds being given to the schools. After brief discussion, no action was taken. Councilor Galamore asked to review the spending policy. After brief discussion, council will discuss at a later meeting. Public Comment: Stanley Moss, Library Board President. The State of Alabama is celebrating their Bicentennial and there is a traveling exhibit in Blount County through September and will be in Jefferson County, Hoover, next month. Allison Scanlan, Library Director. National Library Card Sign Up Month is September. Councilor McCain offered a motion to enter executive session to discuss real estate, and trade and commerce. Councilor Roberts duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum.
