Council Minutes August 16, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, August 16, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the August 2, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the August 2, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting Special Guest: Judge Davis Lawley introduced himself and explained his qualifications for District Court Judge and asked for support in the November election. Mike Sullivan, Park and Recreation Director, gave the Park and Rec report. Councilor Tanner offered a resolution recognizing PYSC 10U Girls Softball Team for placing second overall in the State Tournament. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-27. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $54,482.32, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated $21,000.00 of the total is for Jefferson County Deputies and $9,000.00 of the total is for Regions. Mayor Sanders called for any further discussion. Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 6219 Kaley Lane. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Enhancements: Mayor Sanders mentioned there were approximately 100 in attendance of the National Night Out, adding we may consider holding this at Bicentennial Park next year. Councilor McCain announced the Alabama Butterbean Festival will be held on October 5-6, adding PVHS Homecoming is October 5th as well. Councilor McCain announced the Veterans Day Luncheon will be held, November 12, 2018, at the Rock School Center. Mayor’s Report: Mayor Sanders offered a first reading on an updated Social Media Policy. Mayor Sanders offered a first reading on Park and Recreation Board information. Councilor Churchwell offered a motion authorizing the purchase of a Bush Hog attachment in the amount of $1,250.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner offered a motion authorizing release of $6,000.00 for Detention/Discipline supplies to PVHS from their base allocation. Councilor McCain duly seconded the motion. New Business: Councilor Roberts offered approval of Change Order 5, to replace failed plywood on the Rock School Auditorium, in the amount of $19,272.00. Councilor McCain duly seconded the motion. Councilor Tanner offered a resolution authorizing and directing the Mayor to execute a license agreement on real property, located at Solid Rock Church, 5050 Pinson Valley Parkway. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. Councilor McCain offered a motion to add the Rock School Center to our contract with Lights of Christmas and take out the lighting of the cedar tree at Triangle Park. Announced the PVHS Clean up Day, Saturday August 18, 2018, beginning at 8:00 a.m. Joe Cochran, Sycamore Lane. Stated his appreciation for the PAC Committee and the work they are doing at the school. Dontreal McRae, 4882 Hackberry Circle. Asked if she presented council with quotes would council consider getting a blow-up helmet for the players to run through before games. Mayor Sanders replied yes, get several quotes. Bill Murray, 5846 Princess Blvd. Asked for an update on Shoney’s. Mayor Sanders stated there is a new design team and he is hopeful it will be next year. Councilor Roberts offered a motion to enter executive session to discuss real estate, and trade and commerce. Councilor McCain duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum.
