Council Minutes August 2, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, August 2, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the July 19, 2018, minutes. Councilor Galamore duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the July 19, 2018, meeting. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting Special Guest: Mr. Turner, Principal of PVHS, gave an update on the football field stating the completion date has been moved back a week due to some drainage issues and moving the score clocks. Mr. Turner introduced the Principals and Assistant Principals of PVHS; Rudd Middle School; Kermit Johnson Elementary; and Pinson Elementary. Mayor Sanders reinstated rules. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $377,356.32 a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner stated 85% of the total is for the Rock School Renovation $338,000.00. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Mayor Sanders announced the Beat the Heat event at Turkey Creek was a little down in attendance with approximately 400 in attendance. Mayor Sanders mentioned National Night Out will be August 7 at the Innsbrooke pavilion. Mayor Sanders announced the Battery & Electronics recycling will be held, August 11, 2018, at the JeffCo Center Point Annex from 9:00 a.m. – 11:30 a.m. Mayor Sanders stated the Center Point Fire District will celebrate their 50th Anniversary on August 4, 2018, at the Trussville Civic Center beginning at 6:00 p.m., all are invited. Mayor’s Report: Attorney Black gave a report regarding 4718 Innsbrooke Parkway repair abatement proceedings. Councilor Roberts offered a resolution concerning 4718 Innsbrooke Parkway, regarding the city’s ordinance concerning unsafe structures and dangerous buildings. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-23. Councilor Tanner offered a motion to extend the Rock School mortgage for 3 years with Regions at a rate of 4.37%, monthly payment of $5,624.56. councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Councilor Galamore offered a motion to increase the city’s line of credit to $250,000.00, with a one-time fee of $500.00. Councilor Tanner duly seconded the motion. Mayor Sanders explained the line of credit had never been used or updated from the 2004 level. Mayor Sanders called for any discussion. Mayor Sanders suspended rules. Erik Hendon, Hendon & Huckstein Architects, gave a report on the parking lot lighting at the Rock School and gave council information regarding Change Orders 3 & 4. Councilor Galamore offered a motion to approve Change Order 3 in the amount of $5,409.00 and Change Order 4 in the amount of $30,445.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Chris Pizzuto, TMG Educational Interiors, presented council with furnishing recommendation packages. Councilor Churchwell offered a motion to accept Package 8, in the amount of $177,075.53, and to authorize a loan in the same amount to finance the furnishings from Hometown Bank. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main motion with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, motion passes unanimously. Old Business: Mayor Sanders mention the Attorney has received the deed for 6219 Kaley Lane and we will dismiss the remainder of the case. New Business: Councilor Roberts offered a resolution concerning the membership of the Library Board of the City of Pinson, Alabama, re-appointing Stanley Moss until, March 31, 2022 and appointing Mary Stewart to replace Jane Montgomery until March 31, 2019. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-26. Mayor Sanders announced the first PVHS football game will be held, August 25, 2018, at 11:00 a.m. at the Hoover Met, tickets are $12.00. Public Comment: None. Councilor Roberts moved to adjourn.
