Council Minutes July 19, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, July 19, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Absent: Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the July 5, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the July 5, 2018, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $59,100.74 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Annexation: Councilor Churchwell offered a resolution authorizing the Mayor to accept and execute tax deeds for certain real property located at, 4169 Powell Avenue and 6201 Kaley Lane. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-21. Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 6201 Kaley Lane. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, consent passes unanimously. Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-13. Enhancements: Mayor Sanders announced the Beat the Heat event at Turkey Creek, July 21st, there will be cool treats for those in attendance compliments of the City. Mayor Sanders mentioned National Night Out will be August 7 at the Innsbrooke pavilion. Mayor’s Report: Mayor Sanders announced the PYSC Girls 10U Softball team placed 2nd in the State Championship and Will be recognized for their efforts at the August 16, 2018, council meeting. Old Business: Councilor Roberts offered a resolution approving an agreement with Jefferson County concerning Narrows Road. Councilor Tanner duly seconded the motion. Mayor Sanders stated this will cover the area on Narrows Road from Turkey Creek Road to Jackson Road. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote on the main resolution with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-22. New Business: Councilor Galamore offered a resolution authorizing the Mayor to accept and execute Quit-Claim deeds for certain real property, located at 4330 Main Street, and authorizing a proposal from Eastern Tree for demolition of the structure in the amount of $4,850.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously as, Resolution 18-23. Councilor Churchwell offered a resolution authorizing the Mayor to enter into a contract for the purchase of improved property, located at 4422 Main Street, in the amount of $55,000.00. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After some discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-abstain; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes as, Resolution 18-24. Councilor Galamore offered a motion authorizing the City’s participation in the upcoming Electronic Recycling day on, August 11, 2018, at Jefferson County Center Point Annex, approving $900.00 toward participation. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell stated the requested $900.00 for our participation is based on our population. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Mayor Sanders left the Dias due to an emergency call. Mayor Pro-Tem Roberts presided over adjournment. Councilor Tanner moved to adjourn. Councilor Galamore duly seconded the motion. Mayor Pro- Tem Roberts called for all opposed to say “no”, all in favor say “aye”. Motion carried.
