Council Minutes July 5, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, July 5, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Mayor Sanders appointed Anjelea May, Acting City Clerk. Roll Call: Anjelea May, Acting City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Churchwell Councilor McCain Absent: Councilor Roberts Minutes: Councilor Churchwell offered a motion to waive the reading of the June 21, 2018, minutes. Councilor McCain duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Galamore made a motion to accept the minutes as written of the June 21, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $75,079.06 a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain mentioned National Night Out will be August 7 at the Innsbrooke pavilion. Councilor McCain mentioned the city will be at Beat the Heat at Turkey Creek July 21 handing out cool treats. Councilor McCain mentioned the tentative dates for Tree Lighting and Christmas Parade are November 29 and December 1. Mayor’s Report: Mayor Sanders mentioned the new recycling schedule started today with the south and the north will be collected next Wednesday. Mayor Sanders opened a Public Hearing regarding property located at 5180 Dug Hollow Road. Mayor Sanders stated no one was present to speak for or against. Mayor Sanders closed the Public Hearing. Councilor McCain offered an ordinance changing the zoning classification of real estate located in the City of Pinson, Alabama, 5180 Dug Hollow Road, from Jefferson County A1 to City of Pinson AG. Councilor Churchwell duly seconded the motion. Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-12. Mayor Sanders gave an update and map of the storm shelter. Mayor Sanders mentioned the only change will be the location of the bathrooms. Mayor Sanders mentioned its in the engineering phase and will soon go to bid. Mayor Sanders mentioned the Rock School will most likely be finished before scheduled. Mayor Sanders mentioned they are now putting in the windows and he hopes the base for the parking lot will be done next week. Councilor Churchwell made a motion to purchase an HVAC united from Apex in the amount of $6,600.00 for the lunchroom space. Councilor Tanner duly seconded the motion. Mayor Sanders mentioned this is an out of the box unit and will be saving the city 800.00. Mayor Sanders called for any discussion. Old Business: Councilor McCain made a motion for Spriggers Choice/ Shelby Sod to sprig and level the field at Bradford Park in the amount of $10,445.00. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." New Business: Mr. Black spoke and presented mayor and council with information regarding a Park and Rec Board. Mayor Sanders mentioned the next council meeting might be at Center Point Fire Department, Station 2. Mayor Sanders stated CPFD wanted to show the mayor and council the new Clean Room. Mayor Sanders stated if the meeting was to be changed there will be a public noticed would be posted. Mayor Sanders mentioned Allison, Pinson Library Director, will have information for shelving and furniture at the next meeting. Mayor Sanders mentioned the library will be closed 3 or 4 weeks while the transition to the new building. Public Comment: Pat Wise, Senior Day Coordinator, thanked Mayor Sanders and Councilor Tanner for speaking at the last senior day. Ms. Wise announced July 31 will be the next senior day. Ms. Wise presented council with an updated fleet report. Ms. Wise announced starting this month on the 3rd Friday night of each month there will be a senior line dancing group meet at the community center. Councilor McCain offered a motion to enter executive session to discuss real estate and trade and commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum. Mayor Sanders called for all opposed say “no”, all in favor say “aye”. Mayor Sanders, “Let the record reflect the motion passed unanimously. Mayor Sanders stated we will not reconvene other than to adjourn. Mayor Sanders released Anjelea May, Acting City Clerk. Mayor Sanders appointed Dawn Tanner, Acting City Clerk. Mayor Sanders called council out of executive session. Councilor Churchwell moved to adjourn. Councilor McCain duly seconded the motion.
