Council Minutes June 21, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, June 21, 2018. Mayor Sanders led the invocation. Councilor Roberts led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Churchwell Councilor Roberts Councilor McCain Absent: Councilor Tanner Councilor Galamore Minutes: Councilor Roberts offered a motion to waive the reading of the June 21, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the June 21, 2018, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Committee Chair Comments: Finance: Councilor McCain made a motion to approve payment of the bills in the amount of $53,342.15 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor McCain offered a motion to adopt the 2018/2019 Budget of the City of Pinson. Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders stated we will be moving our CD into a 6 months savings account to help with the funding of the Storm Shelter. Mayor Sanders added we have received a grant from FEMA which will refund the city 80% of the cost when the storm shelter is complete. Enhancements: Councilor McCain announced Beat the Heat at Turkey Creek will be held, July 21, 2018, and Nation Night Out will be held on August 7, 2018 at the Pavilion at Innsbrooke. Mayor’s Report: Mayor Sanders mentioned there will be a change in recycling pickup beginning in July. Mayor Sanders added, Advanced Disposal will send out postcards with the change and pickup information. Mayor Sanders mentioned our long-time custodian is retiring and we seem to be at a level that we may need to hire a part time employee for this position rather than using a janitorial company. Councilor Roberts asked what department will this employee fall under? Mayor Sanders stated, they will report to the City Clerk. Councilor Churchwell asked if we had someone in mind? Mayor Sanders stated there is no one, but he wanted to be sure council was aware or had any objections to the hire. Mayor Sanders stated, “Let the record reflect there was no objection to the new hire”. Mayor Sanders asked council if there was any objection to having a LEGO model of City Hall constructed at a cost of $700-$800, adding these would be like the LEGO Rock School and Price’s Drugstore we already have. Mayor Sanders stated, “Let the record reflect there was no objection”. Councilor Roberts offered a motion to approve replacement of 8 lights on Highway 151, at a cost of $720.00/ea. Old Business: Mayor Sanders offered a first reading regarding paving of the walking track at Bicentennial Park, in the amount of $27,150.00, as proposed by Campbell’s Paving. Councilor McCain offered motion authorizing the purchase of an All Concrete Bag Toss Game Set with bike deterrent blocks and throwers blocks, in the amount of $1,520.00, to be located at Bicentennial Park. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." New Business: Councilor Roberts offered a motion authorizing the purchase of 3 Stokes Baskets, in the amount of $2,000.00, and to authorize release of the appropriated Fire Department funds as follows: Center Point Fire District-$12,500.00; Palmerdale Fire District- $12,500.00; Glenwood Fire District-$500.00. John Garner, Palmerdale Fire District, gave a report regarding plans for the appropriated money. Chief Donnie West, Center Point Fire District, gave a report regarding plans for the appropriated money. Mayor Sanders reinstated rules. Councilor McCain offered a motion authorizing the purchase of a new computer for the City Clerk at a cost of $2,903.42. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously." Public Comment: Deidra Ruff asked if there are plans for music in the park this summer. Mayor Sanders stated we will look at dates available and asked Ms. Ruff to get sponsors to reduce our cost. Pattie Chandler, Innsbrooke. Ms. Chandler asked when the Traffic Calming Devices will be in service. Mayor Sanders stated this week. Ms. Chandler asked about Sunrise Cemetery, stating that she knew it was not in the City Limits, but asked if there was anything the city could do to clean up the cemetery. Mayor Sanders deferred to Attorney Black. Attorney Black stated there was nothing that he was aware of that could be done by the city since this is in another jurisdiction and private property. Councilor McCain offered a motion to enter executive session to discuss real estate, and trade and commerce. Councilor Churchwell duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum.
