Council Minutes June 7, 2018 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, June 7, 2018. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: City Clerk, Marie Turner called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Churchwell Councilor Roberts Absent: Councilor Galamore Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the May 15, 2018, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the May 15, 2018, meeting. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously." Pre-meeting comments: Mike Sullivan, Park and Recreation Director, presented council with a check in the amount of $2,425.00 from East Central Home School Softball Team, for rental of the ball fields at PYSC. Mr. Sullivan also gave a report on the Splash Pad opening, as well as upcoming sports events. Committee Chair Comments: Finance: Councilor Tanner made a motion to approve payment of the bills in the amount of $447,473.56 a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned some of the bills on the schedule; $258,000 Rock School Renovation; $118,000.00 General Obligation Warrant; $21,000.00 Jefferson County Sheriff’s Department, Contract Deputies. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Councilor Tanner offered a first reading on the 2018/2019 Budget. Councilor Tanner offered a motion to authorize salary increases of 2 ½% across the board to all employees working more than 30 hours per week, and an additional 1 ½% increase for the Public Works Director and the City Clerk, to begin the first payroll in July. Councilor Roberts duly seconded the motion. Mayor Sanders stated eligible employees are offered RSA, (Retirement Systems of Alabama), but no healthcare now. Mayor Sanders added, we will be considering adding healthcare this year. Mayor Sanders called for any further discussion. Councilor Tanner offered a motion authorizing moving the $250,000.00 CD at Hometown Bank, into a savings account. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner offered a motion to release the following funds as follows: PVHS Principal supplement and increased to $20,000.00; Pinson Elementary 2018/2019 funds for exterior improvements; $12,000.00 for PVHS football uniforms; $12,000.00 for PVHS Tubas/instruments; $6,000.00 for Rudd Choral Risers. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Churchwell stated this sounds like a lot of money but we do this every year, we are just specifying what the money will be used for. Mayor Sanders called for any further discussion. Annexation: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5180 Dug Hollow Road. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider. Mayor Sanders, ordinance passes unanimously as, Ordinance 2018-11. Enhancements: Mayor Sanders stated the Movies in May have had a good turnout, adding The Greatest Showman will be shown on, Friday June 8, 2018, beginning at dusk. Mayor Sanders announced Beat the Heat at Turkey Creek will be held, July 21, 2018, and Nation Night Out will be held on August 7, 2018 at the Pavilion at Innsbrooke. Mayor’s Report: Mayor Sanders suspended rules and introduced Erik Hendon, Hendon and Huckenstein Architects. Mr. Hendon gave a report regarding Change Order number 1 and Change Order number 2 for the Rock School renovation. Mayor Sanders reinstated rules. Councilor Churchwell offered a motion to accept Change Order number 1. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner offered a motion authorizing Erik Hendon to execute Change Order number 2. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders mentioned the recycle schedule with Advanced Disposal will be changing as of, July 1st. Mayor Sanders added, Advanced Disposal will divide the city and pick up on alternating Wednesday’s. Councilor Roberts offered a motion to approve replacement of 8 lights on Highway 151, at a cost of $720.00/ea. Councilor Churchwell duly seconded the motion. Mayor Sanders called for any discussion. New Business: Mayor Sanders offered a first reading of the fire districts request for the 2017/2018 Budget year. Mayor Sanders added, two fire districts exist in the City Limits and each are appropriated $12,500.00 per Budget year. Public Comment: Allison Scanlan, Library Director. Mrs. Scanlan gave the Library report regarding the Summer Reading Program. Councilor Roberts offered a motion to enter executive session to discuss real estate, and trade and commerce. Councilor Tanner duly seconded the motion. Mayor Sanders, I provide certification in regard to Trade and Commerce it would be detrimental if items were discussed in open forum.
