Council Minutes April 18, 2019 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, April 18, 2019. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the April 4, 2019, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the April 4, 2019, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of 66,227.17, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned some of the bills are, Architect for the Safe Room $15,000. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Mayor Sanders mentioned the annual Capital Funds have been received in the amount of $66,000.00. Enhancements: Councilor McCain announced CityFest will be held, April 27, 2019, from 10:00 a.m. until 2:00 p.m. at Bicentennial Park. Councilor McCain added there will be free rides for the children and food vendors. Councilor McCain mentioned Movies in the Park will begin, May 3, 2019, with the following movies to be shown: May 3rd -Grinch; May 10th – Ralph breaks the Internet; May 17th – Mary Poppins Returns. All movies will be shown at Bicentennial Park beginning at dusk. Education: Mayor Sanders made the following announcements: PVHS Baseball team will play in Gardendale on Friday, April 19th, at 6 p.m. PVHS Softball games- April 22nd @ Locust Fork 5 p.m. April 23rd @ Home Shades Valley, Senior Night April 25th @ Home Pelham 5 p.m. Bicentennial Celebration at PVHS April 20th, 1 p.m.-4 p.m. The PVHS Spanish Club received 18 awards at competition. PVHS Choirs received 2 superior ratings at their recent competition. Old Business: Councilor Galamore offered a motion approving a quote from APEX for an HVAC Split System at the Rock School Event Center, at a cost of $7,280.00. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, motion passes unanimously. Councilor Churchwell offered a resolution concerning the Local Government Health Insurance Program, for all eligible employees. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. Attorney Black mentioned council had decided to offer the following options to eligible employees: The city will pay 75% Individual coverage and 75% Family coverage; Policy will include dental coverage; Policy will not provide coverage for retirees; Policy will not provide coverage for retirees with Medicare; Policy will not provide coverage for elected officials; Policy will not have a probationary period policy for new employees. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-no; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 19-19. New Business: Councilor Tanner stated the stair access to PYSC Softball/Baseball press box needs to be repaired. Mayor Sanders stated he would get a quote for the repair. Public Comment: Chief Gene Coleman, Center Point Fire District, gave a report on the Center Point Fire District. Councilor McCain offered a motion to enter executive session to discuss real estate, trade & commerce & litigation. Councilor Galamore duly seconded the motion. Attorney Black, I provide certification in regard to litigation it would be detrimental if items were discussed in open forum.
