Council Minutes January 23, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, January 23, 2020. Mayor Sanders led the invocation. Gabriel Agbali led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the January 9, 2020, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the January 9, 2020, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Councilor Roberts offered a motion to waive the reading of the January 16, 2020, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the January 16, 2020, meeting. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Special Presentation: Councilor Tanner offered a resolution recognizing Pinson Youth Sports 10U Football Team for receiving 2nd place in the United Youth Football League of Alabama. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders ask for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-4. Mayor Sanders suspended rules. Mayor Sanders presented the Coaches and Players with a copy of the resolution. Mayor Sanders reinstated rules. Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of $46,689.94, a copy of the bills schedule is attached. Councilor McCain duly seconded the motion. Mayor Sanders mentioned we received a $10,000 sewer credit for Bicentennial Park. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Annexations: Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 5420 Saddle Ridge Lane. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, consent passes unanimously. Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-3. Education: Mayor Sanders mentioned the following local events: Pancake Breakfast in support of PVHS Marching Band, February 1, 2020, 8:00 a.m.-11:00 a.m., at First Baptist Church Pinson. Pancake Breakfast in support of PVHS Softball, February 15, 2020, 8:00 a.m.-11:00 a.m., at PHCC. Blood Drive, February 7, 2020, 9:00 a.m.-3:00 p.m., at Pinson Public Library. Mayors Report: None. Old Business: Mayor Sanders and Council discussed placement of the dedication plaques and it was requested the plaque at the Pinson Community Center be moved toward the door about 10 inches. Councilor Churchwell offered a resolution authorizing the Mayor to execute an amended contract for the purchase of real estate located in the Bradford Park area, in the amount of $15,000.00 for 1.77 (+/-) acres. Councilor McCain duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-abstain; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes as, Resolution 20-5. New Business: None. Mayor Sanders introduced Erik Hendon, Hendon and Huckstein Architects. Mr. Hendon gave a report on renovating PYSC and PHCC. Councilor Tanner offered a motion authorizing Hendon and Huckstein to prepare conceptual drawings for PYSC and PHCC at a cost of $10,000.00. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Eric Winfrey, Public Works Director, gave the Public Works report. Public Comment: None. Councilor McCain moved to adjourn. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
