Council Minutes February 20, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on Thursday, February 20, 2020. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Galamore Councilor Roberts Absent: Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the February 6, 2020, minutes. Councilor Tanner duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Roberts made a motion to accept the minutes as written of the February 6, 2020, meeting. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Mayor Sanders recognized the 2019 Christmas Parade Float winners. 3rd Place Encounter Church–Prize sponsored by Shane Black. 2nd Place Bradford Sanctuary of Praise–Prize sponsored by Clay Pinson Chamber of Commerce. 1st Place First Baptist Church Pinson-Prize sponsored by Clay Pinson Chamber of Commerce. Councilor Galamore offered a resolution recognizing the 2019 PVHS Walter Trumbauer winners. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-7. Mayor Sanders reinstated rules. Committee Chair Comments: Councilor Tanner offered a motion to pay the bills in the amount of $151,371.35, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Councilor Tanner mentioned a portion of the total is for Jefferson County Sheriff’s $28,000; and payment on the Storm Shelter construction $82,000. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Annexation: Councilor Roberts offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 8642 and 8662 Woodview Lane. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for unanimous consent to consider. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, unanimous consent passes. Mayor Sanders called for a roll call vote on the main ordinance with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-4. Mayors Report: Councilor Galamore offered a motion authorizing release of the base school allocations. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect the motion passed unanimously". Councilor Roberts offered a motion authorizing the release of the Fire Districts allocations. Councilor Galamore duly seconded the motion. Mayor Sanders mentioned the allocation is paid out as follows: Center Point Fire District $20,000; Palmerdale Fire District $20,000; and Glenwood Fire District $500.00. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, motion passes unanimously. Old Business: Councilor Tanner offered an ordinance concerning salaries for city council members, regarding incoming officials. Councilor Roberts duly seconded the motion. Mayor Sanders stated this is the same ordinance previously offered as a first and second read with minor change in syntax. Mayor Sanders, “Let the record reflect there was no objection to the changes”. Mayor Sanders called for any discussion. Councilor Tanner explained the increase. Councilor Roberts mentioned this increase is for the next elected officials. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-5. Councilor Roberts offered an ordinance concerning a salary for the Mayor. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. Councilor Roberts stated it is important for the size of our city to compensate for a full time Mayor. Councilor Roberts explained the increase will be based on several things which include a base salary; service time; and certifications. Councilor Tanner stated she agrees with Councilor Roberts, adding with the growth of our city we need to work toward a full time Mayor. Mayor Sanders called for any further discussion. As there was no further discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, ordinance passes unanimously as, Ordinance 2020-6. New Business: Mayor Sanders suspended rules and introduced, Ronnie Dixon, Clay Pinson Chamber of Commerce Executive Director. Mr. Dixon gave a report on the 2019 Alabama Butterbean Festival, adding the 2020 Festival is already expected to entertain a great crowd. Mr. Dixon is also reported on the opening of Bryant Park Elementary. Mayor Sanders reinstated rules. Councilor Roberts offered a resolution authorizing the Mayor to enter into a contract for advertising and promotion of the Clay-Pinson chamber of Commerce for the 2020 Alabama Butterbean Festival. Councilor Tanner duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-8. Councilor Roberts offered a resolution concerning the Clay-Pinson Chamber of Commerce. Councilor Galamore duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-9. Councilor Galamore offered a resolution authorizing the Mayor to enter into a contract for the cooperative management of Turkey Creek Nature Preserve. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. After brief discussion, Mayor Sanders asked for a roll call vote with the following results: Mayor Sanders-yes; Councilor Tanner-yes; Councilor Galamore-yes; Councilor Roberts-yes. Mayor Sanders, resolution passes unanimously as, Resolution 20-10. Public Comment: Chief Gene Coleman, Center Point Fire District gave the Fire District report. Maya Spivey, Owner Dance Levels. Ms. Spivey gave a presentation regarding her business and a grant they have received. Ms. Spivey asked council for support of a program they will be performing with the grant money. Mayor Sanders stated the city can’t help non-profit business, adding we can’t transfer money to any charities. Mayor Sanders stated he will mention this to Attorney Black to see what can be done. Councilor Tanner moved to adjourn. Councilor Roberts duly seconded the motion. Mayor Sanders called for all opposed to say “no”, all in favor say “aye”. Motion carried.
