Council Minutes November 5, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, November 5, 2020. Councilor Roberts led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Councilor Tanner Councilor Walker Councilor Roberts Councilor Churchwell Councilor Kirkland Mayor Cochran Minutes: Councilor Kirkland offered a motion to waive the reading of the October 15, 2020, minutes. Councilor Churchwell duly seconded the motion. Mayor Cochran called for all opposed to say "no", all in favor say "aye." Councilor Walker made a motion to accept the minutes as written of the October 15, 2020 meeting. Councilor Roberts duly seconded the motion. Mayor Cochran called for any discussion. Committee Chair Comments: Finance: Councilor Tanner offered a motion to pay the bills in the amount of $115,556.34, a copy of the bills schedule is attached. Councilor Churchwell duly seconded the motion. Mayor Cochran called for any discussion. Councilor Tanner mentioned a couple of the larger bills that were approved; $34,000 to the Sherriff’s Office and Best Insurance $34,022.50. Mayor Cochran called for any further discussion. Councilor Tanner offered a motion to move all four tax checking accounts from Wells Fargo to Hometown Bank. Councilor Roberts duly seconded the motion. Councilor Roberts stated the Pinson Branch of Wells Fargo remains closed and we need a bank that is opened, and we can do business with here in Pinson. Councilor Tanner added the city clerk had an issue just trying to get information regarding the signature cards. Mayor Cochran called for any further discussion. Enhancements: Councilor Kirkland stated the Veterans Day Lunch will be held on, November 11, 2020, and will be a Drive Thru this year due to COVID-19, beginning at 11a.m, please call city hall to reserve your lunch, 205-680-5556. Councilor Tanner added Veterans will be asked to Drive Thru the old library area, where they will be given lunches and a gift. Mayor’s Report: Mayor Cochran announced there is 1 vacancy remaining on the Planning and Zoning Commission, if anyone is interested please contact Mayor Cochran. Attorney Black and Bob Jones, Zoning Administrator, explained the necessity for the unified adoption of the zoning ordinance, adding there are no changes being made. Mayor Cochran opened the Public Hearing regarding the unified adoption of the existing Zoning Regulations, Subdivision Regulations and Design and Construction Standards of the City of Pinson. Mayor Cochran, “Let the record reflect there was no one present to speak for or against”. Mayor Cochran closed the Public Hearing. Councilor Roberts offered an ordinance regarding unified adoption of the existing Zoning Regulations, Subdivision Regulations and Design and Construction Standards of the City of Pinson. Councilor Churchwell offered an ordinance annexing certain territory into the corporate limits of the City of Pinson, Alabama, located at 4461 Main Street. Councilor Tanner duly seconded the motion. Old Business: Councilor Roberts offered a motion authorizing the mayor to accept a quote from Smith Roofing in the amount of $8,635.00, for 4182 Powell Avenue. Councilor Kirkland duly seconded the motion. Mayor Cochran called for any discussion. Councilor Tanner stated we are catching up on some things that should have already been done. Councilor Tanner added, Eric Winfrey and his crew have put in new flooring, which was approved by the previous Mayor, because the flooring was not in good shape. Councilor Tanner stated our Public Works Department is invaluable and we certainly appreciate their hard work in this matter. Councilor Tanner mentioned there may also be a need for fence replacement in the future. Mayor Cochran called for any further discussion. Mayor Cochran called for discussion regarding reopening rental of our Community Center and Bicentennial Park Party room. After some discussion, it was decided that both rooms would be reopened for rental asking that anyone obey the current requirements by the Governor. New Business: Councilor Churchwell offered a resolution authorizing the Mayor to receive bids for debris removal; said bids to be returned by the 19th day of November, 2020, at 3:00p.m. and to be opened thereafter. Councilor Kirkland offered a motion to approve a quote from VC3 for new technology in the amount of approximately, $13,000.00. Councilor Walker duly seconded the motion. Councilor Tanner offered a motion approving the purchase of 2 Limo Golf Cart batteries and chargers in the amount of approximately, $7,150.00. Councilor Walker duly seconded the motion. Mayor Cochran, resolution passes unanimously, as Resolution number 20-58. Councilor Tanner offered a motion to approve the installation of a decontamination area at city hall at a cost of $5,400.00. Mayor Cochran" Let the record reflect the motion passed unanimously". Councilor Tanner mentioned the upcoming City of Pinson 2020 Christmas parade on December 4, 2020. Councilor Tanner stated the parade will begin at Spring Street, moving to Main street, Pinson Boulevard and will end at the Bicentennial Park with the tree lighting. Councilor Tanner added, if PVHS football team is still in the playoffs the parade will be moved to December 11, 2020. Deputy Tipton was sworn in as a Pinson Contract Deputy by Mayor Cochran. Chief Gene Coleman, Fire Chief Center Point Fire District gave the fire district report. Public comment: Jay Johnsey, 5308 Willow Ridge Lane. Stated there is a bad problem with his neighbor having several cars and garbage in both the front and back yard. Bob Jones, Zoning Administrator, stated the owner has been sent a letter and a certified letter, but we have received no response at this time from the owner. Mr. Jones added he is now sending the information to our city attorney for legal assistance. Mayor Cochran stated, we are engaged in the process and thanked Mr. Johnsey for coming.
