November 2, 2020 – 6:45 p.m.
Organizational Meeting
The Pinson City Council met in regular session in Council Chambers at 4410 Main Street on
Monday, November 2, 2020. Councilor Roberts led the invocation. Councilor Tanner led the
Pledge of Allegiance to the Flag of the United States of America.
Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following
council members present:
Councilor Tanner
Councilor Walker
Councilor Roberts
Councilor Churchwell
Councilor Kirkland
Mayor Cochran
New Business: Councilor Kirkland offered a resolution appointing the City Attorney, E. Shane
Black with Hand Arendall Harrison Sale. Councilor Tanner duly seconded the motion. Mayor
Cochran called for a roll call vote with the following results:
Councilor Tanner- yes; Councilor Walker- yes; Councilor Roberts- yes; Councilor Churchwell-
yes; Councilor Kirkland- yes; Mayor Cochran- yes.
Mayor Cochran, resolution passes unanimously as Resolution 20-52.
Councilor Roberts offered an ordinance establishing the order of procedure in all instances for
the City Council of the City of Pinson, Alabama; establishing the schedule of such meetings;
administering of oaths; and related items. Councilor Churchwell duly seconded the motion.
Mayor Cochran called for a roll call vote with the following results:
Councilor Tanner- yes; Councilor Walker- yes; Councilor Roberts- yes; Councilor Churchwell-
yes; Councilor Kirkland- yes; Mayor Cochran- yes.
Mayor Cochran, ordinance passes unanimously as Ordinance 2020-18.
Councilor Roberts offered a resolution electing Dawn Tanner as Mayor Pro Tempore for a period
of 2 years. Councilor Walker duly seconded the motion. Mayor Cochran called for a roll call
vote with the following results:
Councilor Tanner- abstain; Councilor Walker- yes; Councilor Roberts- yes; Councilor
Churchwell- yes; Councilor Kirkland- yes; Mayor Cochran- yes.
Mayor Cochran, resolution passes as Resolution 20-53.
Councilor Tanner offered a resolution ratifying existing depositories and providing for related
financial management items. Councilor Kirkland duly seconded the motion. Mayor Cochran
called for a roll call vote with the following results:
Councilor Tanner- yes; Councilor Walker- yes; Councilor Roberts- yes; Councilor Churchwell-
yes; Councilor Kirkland- yes; Mayor Cochran- yes.
Mayor Cochran, resolution passes unanimously as Resolution 20-54.
Councilor Churchwell offered a resolution appointing Marie Turner as City Clerk/Treasurer.
Councilor Roberts duly seconded the motion. Mayor Cochran called for a roll call vote with the
following results:
Councilor Tanner- yes; Councilor Walker- yes; Councilor Roberts- yes; Councilor Churchwell-
yes; Councilor Kirkland- yes; Mayor Cochran- yes.
Mayor Cochran, resolution passes unanimously as Resolution 20-55.
Councilor Walker offered a resolution providing for emergency procedures during natural
disaster or crisis. Councilor Kirkland duly seconded the motion. Mayor Cochran called for a roll
call vote with the following results:
Councilor Tanner- yes; Councilor Walker- yes; Councilor Roberts- yes; Councilor Churchwell-
yes; Councilor Kirkland- yes; Mayor Cochran- yes.
Mayor Cochran, resolution passes unanimously as Resolution 20-56.
Councilor Tanner made a motion to purchase for appliances, not to exceed $3,000.00, for 4169
Powell Ave. Councilor Walker duly seconded the motion. Mayor Cochran called for unanimous
consent to consider.
Councilor Tanner- yes; Councilor Walker- yes; Councilor Roberts- yes; Councilor Churchwell-
yes; Councilor Kirkland- yes; Mayor Cochran- yes.
Mayor Cochran, unanimous consent passes.
Mayor Cochran called for all opposed to say "no", all in favor say "aye." Mayor Cochran "Let
the record reflect the motion passed unanimously."
Councilor Tanner announced the city will still have meeting this Thursday, November 5, 2020.
Councilor Churchwell moved to adjourn. Councilor Roberts duly seconded the motion. Mayor
Cochran called for all opposed to say “no”, all in favor say “aye”. Motion carried.
