Council Minutes October 15, 2020 – 7:00 p.m. Regular Meeting The Pinson City Council met in regular session in Council Chambers at 4410 Main Street, on Thursday, October 15, 2020. Mayor Sanders led the invocation. Councilor Tanner led the Pledge of Allegiance to the Flag of the United States of America. Roll Call: Marie Turner, City Clerk, called roll of Pinson City Council with the following council members present: Mayor Sanders Councilor Tanner Councilor Walker Councilor Roberts Councilor Churchwell Councilor McCain Minutes: Councilor Roberts offered a motion to waive the reading of the October 1, 2020, minutes. Councilor Churchwell duly seconded the motion. Mayor Sanders called for all opposed to say "no", all in favor say "aye." Councilor Churchwell made a motion to accept the minutes as written of the October 1, 2020 meeting. Councilor Walker duly seconded the motion. Mayor Sanders called for any discussion. As there was no discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders" Let the record reflect both motions passed unanimously". Committee Chair Comments: Finance: Councilor Tanner offered a motion to pay the bills in the amount of $139,842.27, a copy of the bills schedule is attached. Councilor Roberts duly seconded the motion. Mayor Sanders called for any discussion. Mayor Sanders mentioned that there was an approved $34,000 to the Sherriff’s Office including an increase. As there was no further discussion, Mayor Sanders called for all opposed to say "no", all in favor say "aye." Mayor Sanders "Let the record reflect the motion passed unanimously." Enhancements: Councilor McCain stated the Veterans Day Lunch will be held on, November 11, 2020, and will be a Drive Thru this year due to COVID-19. Councilor McCain added Veterans will be asked to Drive Thru at City Hall, they will be given lunches and a gift. Councilor McCain announced the Shred-a-Thon will be held, Saturday, October 17th, from 8am- 11am, at City Hall. She also mentioned that the Turn Pinson Pink day (Breast Cancer Awareness) will be October 22nd. Mayor’s Report: Mayor Sanders reported about vacancies on the planning commission. Mayor Sanders also stated that Eastern Tree Services removed almost all the debris on Southfield Road. Bob Jones, Zoning administrator gave a brief report. Mr. Jones reported that the city is almost caught up on all abatements. Mayor Sanders reported that the storm shelter architect is suggesting minor additions only and that the project should close out soon. Old Business: Mayor Sanders reported that the Alabama Butterbean Festival occurred on October 2-3 and went very well. Councilor Churchwell added that the only problem was that they ran out of butter beans. New Business: Councilor Roberts offered a resolution authorizing acceptance of parcel donations at 3824 Venus Avenue. Councilor McCain seconded the motion. As there was no discussion, Mayor Sanders called for a roll call vote with the following results. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Walker-yes; Councilor Roberts-yes; Councilor Churchwell-yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously, as Resolution number 20-51. Mayor Sanders made comments regarding the Turkey Creek Nature Pavilion Land swap. The city purchased a large tract of land on Sweeney Hollow Road more than 30 acres. The City of Pinson swapped land with Fresh Water Land Trust allowing 500 acres in Pinson to own and manage unoccupied land along Turkey Creek and other areas. All deeds were signed as of this date. Rusha Smith, Executive Director of Fresh Water Land Trust, spoke regarding this swap along with Liz Sims, Conservation Director. Ms. Smith spoke about how their organization was involved with creating Turkey Creek Nature Preserve. She stated that as a token of their appreciation and of how much they care about his area, Fresh Water Land Trust has made a $5,000 donation to go toward the TCNP and construction of the pavilion. Roald Hazelhoff added that Turkey Creek is treasure for people from this area and many other places as well. He noted that TCNP has received visitors from Switzerland, Chile, and the Chez Republic. Councilor McCain made a motion to expend and apply $1,768.00 for a fire plug to open tap for the TCNP Pavilion project. Councilor Walker duly seconded the motion. Mayor Sanders" Let the record reflect the motion passed unanimously". Councilor Tanner commented regarding the upcoming City of Pinson 2020 Christmas parade. It will occur on December 4th. Staging will occur at Pinson Elementary School at 5:30 and will end at the Bicentennial Park with the tree lighting. Applications are online and there are still things to iron out. Councilor Tanner stated that the grand marshals would be Karen Jones of Pinson Elementary, Loni Hyacch from Kermit Johnson School, Wesley Braham from Rudd Middle School, and Mike Turner of Pinson Valley High School. Community assistance is welcome in this matter. Councilor Tanner offered a Resolution recognizing Joy McCain for her years of service on the Pinson City Council. Council Roberts seconded the motion. Mayor Sanders called for a roll call vote with the following results. Mayor Sanders-yes; Councilor Tanner-yes; Councilor Walker-yes; Councilor Roberts-yes; Councilor Churchwell-yes. Mayor Sanders, resolution passes unanimously, as Resolution number 20-49. Councilor Churchwell offered a resolution recognizing Mayor Sanders for his years of service as inaugural mayor of the city of Pinson. Councilor Walker seconded the motion. Mayor Sanders called for a roll call vote with the following results. Councilor Tanner-yes; Councilor Walker-yes; Councilor Roberts-yes; Councilor Churchwell- yes; Councilor McCain-yes. Mayor Sanders, resolution passes unanimously, as Resolution number 20-50. Councilor Roberts presented a plaque to Mayor Sanders. Councilor Roberts spoke about all Mayor Sanders accomplishments in his years of service including incorporating the City, Turkey Creek, the Library, Bicentennial Park among many others as well as his faithful work behind the scenes. Mayor Sanders responded by thanking his family and expressing his appreciation at being able to serve. Councilor McCain also spoke. Councilor McCain indicated that she has enjoyed her time with the city and that she has learned a lot. She also thanked her family. Mayor Sanders added to his remarks and ended by saying that Huddle House is to open in December and is looking for employees. Chief Gene Coleman, Fire Chief Center Point Fire District gave the fire district report. Captain Horn also gave a report. He spoke about the donation of $9,162.00 for Breast Cancer Awareness. He offered an update on the Training Facility on Old Pinson Road, indicating that he was trying to get quote about six-foot fence to help prevent dumping on that property. He also offered an update that a new fire engine, Engine 2, will be in Pinson within the next two years. Mayor Sanders clarified that the Regional Fire Training Facility will be a regional training facility in Pinson on Old Pinson Rd acquired by the city. Chief Coleman stated that training will occur for people all over the state as well as the area. Chief Coleman presented Councilor McCain and Mayor Sanders with Challenge Coins and thanked them for their service. Councilor Tanner announced a reception for Mayor Sanders and Councilor McCain at the Rock School Center following the meeting. Ronnie Dixon, City Manager for the City of Clay, thanked Mayor Sanders for his service. He stated that he estimated between 24-28,000 thousand people in attendance at the Alabama Butter Bean Festival and the carnival. He indicated that venders sold out on Friday night. The pizza truck sold 500 pounds of pizza dough on Friday night. The BBQ truck sold out both days. This year, the donation to Pinson Education Fund, of 4,000.00 will be in the names of on behalf of Councilor McCain and Mayor Sanders. He indicated that the rock quarry will not be occurring in the City of Clay. Mayor Sanders asked for a motion to adjourn. Councilor Churchwell offered a motion to adjourn.
