Minutes

Investigation Committee for the Fire Training Center April 25, 2024, located at 4th Floor Large Meeting Room. 5:30 P.M. start time Members: David Roth Nancy Roof Jim Roth Jerica Drapp Joe Thompson The members discussed agenda and how to run the meetings, approve minutes, and any changes to the meeting minutes. No meeting changes were noted from the latest revision that David sent out and were approved. The members also discussed the preferred set location at the larger meeting room on the 4th floor plaza. Frank Patrizio, law director for the City of Piqua, arrived for a short period of time for the meeting. The members discussed with Frank other requests we need, such as the portal website and setting up the email, which was decided to be directed to Jerica’s email. Frank and members reviewed options for Executive Summary break-outs, but Frank does not believe we will fall under any of the options based on the Sunshine Law. Members discussed interviewing the public for an hour of next week’s session, held 6/2/24. Members noted the EPA corruptions and Nick Warner’s job history from BGSU to ESRG. Members noted that 2012 was when the decision was made to build a new water plant, which left a decision for the city of Piqua to make about the old water plant building, eventually turning into the Fire Training Center and where the lithium-ion batteries were burned. The public members added a lot of comments and side conversations to the meeting, discussing information they have been collecting over the past months. This is why the members feel it will be beneficial to interview those public citizens. The public members also questioned why Piqua does not send their firefighters to the Dayton Fire Safety training program. The public members also questioned how the value of 9300 St. Rt. 66 went from $750k to $9M. Members want to interview Brent Polschneider, who was operating as Fire Chief from 2018-2023 during the time of the lithium ion battery burning, at the beginning and end of the interviews. The public members noted for information from Delaware, Ohio where BGSU had EPA permits previously for Fire Safety Training. The members decided to review as much information as we can find via chronological order and with the five categories 1. Commissioners & City Staff, 2. Fire & Police Dept., 3. Regulators/Legal Matters, 4. Institutions & Companies, and 5. Community/Health The members decided the next meeting would be held on 5/2/24 with a call to the citizens of Piqua for open interviews for only one hour. Meeting ended at 7:18 P.M.
