7:00 PM
Mayor Pro Tern Pamela Baldwin called the meeting to order and asked for a moment of silence.
PLEDGE OF ALLEGIANCE
Pledge of Allegiance was led by Commissioner Farrell.
ATTENDANCE
Members present: Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Commissioner
Jay Farrell, Commissioner Michael Fiocco and Commissioner Kyle Shipp.
Staff present: Interim Town Manager Bob Morgan, Attorney Paul S. Messick, Interim Chief of
Police Shorty Johnson, Finance Director Heather Meacham, Planning Director Jeff Jones,
Planner II Kayleigh Mielenz, Interim Town Clerk Cassandra Bullock, Senior Planner Theresa
Thompson.

Commissioner Fiocco made a motion and seconded by Commissioner Shipp to approve the
Agenda.
Interim Town Manager Bob Morgan advised Mayor Pro Tern Pamela Baldwin that per the
applicant we can remove item# 2 under Old Business.
Commissioner Bonitz would like to table until next meeting item# 2 under New Business.
Commissioner Fiocco, Commissioner Shipp and Commissioner Farrell agreed to proceed with
item# 2 under New Business.
Commissioner Fiocco modified his motion to remove item # 2 under Old Business.
Vote Aye-4 Nay-0
Commissioner Fiocco made motion to go into Public Hearing and it was second by
Commissioner Farrell.

Action recommended: Conduct Public Hearing.
Motion to go out of Public Hearing made by Commissioner Farrell, seconded by Commissioner

Mayor Updates
• EDC- regular meeting will be Tuesday June 9 and Commissioner Fiocco will be joining
that meeting via zoom.
• RPO- Commissioner Fiocco advised next meeting will be June 11 via zoom and he will be
attending that as well.
• Fairground Association
• PEA/Downtown- Commissioner Fiocco will be attending their meeting June 10 via zoom .
• Triangle J Council of Governments
• Main Street- Big push to finish three facades . They have signed up an artist for the mural
on the side of the Welcome Center and that should be start up later this month and be
finished by end of July.
• Climate Change
• Human Relations Committee
• Chatham County Arts Council
• Parks and Rec

NEW BUSINESS
I. SUB-2019-02-Northwood Sub Phase I. (Planning)
Action recommended: Seeking Approval.
Prepared for the Board of Commissioners, June 8, 2020. This proposal is being
presented to the Board as a Preliminary Subdivision Plat for review and
recommendation . The plans have been reviewed in accordance with the Town ' s
relevant development ordinances and the Northwood MUPD by the appropriate
departments. The proposal is to subdivide 93 .38 acres into 9 lots designated for mixed
use. The first phase of this subdivision is planned for 22.62 acres of the total 93.38
acres. The subdivision will utilize private drives and public streets with access points off
both Northwood High School Road and US 15-501. The developer is applying for
annexation of the property as it is currently located in the ETJ.
Applicant and Engineer were on zoom call. Mitch Craig with CE Group, Kirk Bradley and
Mark Ashness spoke on why they chose that location.
Motion made by Commissioner Fiocco to approve, seconded by Commissioner Shipp.

[ 2. Agreement for Outside Legal Services. (Bob Morgan)
Action recommended: Authorize the Town Attorney to engage the firm of Nexsen
Pruet PLLC, the Town Manager to sign an agreement with Chatham Park for
reimbursement.
Commissioner Bonitz discussed his concerns with Nexsen Pruet.
Commissioner Fiocco, Interim Town Manager Bob Morgan, Commissioner Shipp also had
Some discussion as well .
Motion made by Commissioner Fiocco and seconded by Commissioner Farrell to approve t
the agreement.

3. Budget Amendment for Legal Counsel.
Action recommended: adopt the attached budget ordinance amending the FY 19-20
operating budget for outside legal counsel
Commissioner Fiocco made motion and seconded by Commissioner Shipp to approve
Budget Amendment.

OLD BUSINESS
1. SP-2020-03-Mosaic Individual Lots Phase 2. (Planning)
Action recommended: Seeking Approval.
Prepared for the Board of Commissioners, June 8, 2020. This proposal is being presented to the
Board as a Site Plan for review and recommendation. The proposal is to construct one multi-
family apartment building with a parking deck level and resident amenity store. This use requires
213 parking spaces, the applicant will be providing 261 spaces. This structure will connect to
Town utilities. There was a public hearing held on the boundary transition treatments and the
land use at the May 26, 2020 Board of Commissioners meeting, with no comments made.
Commissioner Bonitz made a motion, seconded by Commissioner Fiacco to approve plan.

2. Chatham Concrete Water Line Reimbursement Agreement. (Bob Morgan)
Action recommended: Approve Agreement.
Commissioner Shipp made motion and seconded by Commissioner Farrell to approve
agreement.

3. Budget Amendment for Concrete Plant Water Line Upsizing. (Bob Morgan)
Action recommended: Adopt the attached budget ordinance amending the
FY 19-20 operating budget.
Commissioner Shipp made a motion, seconded by Commissioner Farrell to approve Budget
Amendment.

BOARD DIRECTIVES
1. Agenda Appendix N. (Bob Morgan)
Action recommended: Discussion.
On May 21 , The Board received an email containing "Appendix N of the Secondary and
Cumulative Impacts Document" for the Pittsboro Wastewater Treatment System Improvement
Projects (i.e. project to pump wastewater to Sanford for treatment and discharge). This is the
fourth revision to this document to be sent to DEQ for a permit.
r The Town staff is hoping to send the SCI to the State by June 15. Wooten Company has prepared
the document with the assistance of the Town Attorney, Chatham Park and Town Staff. Edits to
the entire document will probably be made until submittal.
ADDITIONAL UPDATES AND REPORTS
Commissioner Farrell wasn't too happy about pulling the rezoning 216 Hillsboro Street off
agenda.
He mentioned that he was happy to see that they have mowed the grass but concern when that
project would start back up.
Planning Director Jeff Jones advised that he spoke with Deacon Properties and he advised that he
plans to start that project back up in about a month.
Commissioner Shipp questioned if there has been any movement on 423 Hillsboro Street.
Jeff Jones advised no movement, but he will send out notice.
Commissioner Shipp is wanting to know the status of having copies of the minutes.
I Interim Town Clerk Cassandra Bullock advised they will be ready for the next BOC meeting.

Commissioner Bonitz advised that he received two questions regarding the noise ordinances.
1. What is our current ordinance and what time is listed on the ordinance?
2. What is being done on the UDO and will the noise ordinance be included in the UDO?
Jeff Jones advised usually the UDO doesn 't include a noise ordinance.
Commissioner Shipp advised that the cut off is 11 :00pm on Thursday ' s and 12:00am on Friday
and Saturday' s.
Mayor Pro Tern Baldwin advised the Commissioners that she will be conducting a "Roundtable
Discussion" on June 10 with three of the local Pastors, Sheriff, Pittsboro ' s Police Chief and Siler
City' s Police Chief in reference to the George Floyd incident and she is inviting the
Commissioner to join in on the Zoom call as well.

Motion was made by Commissioner Fiocco seconded by Commissioner Farrell to adjourn at
8:30 p.m.
