MINUTES TOWN OF PITTSBORO BOARD OF COMMISSIONERS MONDAY, AUGUST 24, 2020 REGULAR MEETING 7:00 PM Members Present (Virtual): Mayor Jim Nass, Mayor Pro Tern Pamela Baldwin, Commissioner John Bonitz, Commissioner Jay Farrell, Commissioner Michael Fiocco and Commissioner Kyle Shipp. Staff Present (Virtual): Town Manager Chris Kennedy, Attorney Paul S. Messick, Interim Chief of Police Shorty Johnson, Finance Director Heather Meacham, Planning Director Jeff Jones, Planner II Kayleigh Mielenz, Interim Town Clerk Cassandra Bullock, Senior Planner Theresa Thompson. Mayor Jim Nass called the meeting to order and asked for a moment of silence. PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Commissioner Farrell. Commissioner Fiocco made a motion to approve the Agenda, seconded by Commissioner Bonitz. CONSENT AGENDA Commissioner Fiocco made a motion to approve Consent Agenda, seconded by Commissioner Bonitz. Installment Loan Financing for Capital Purchases in the Police, Public Works and Utility Departments End of Consent Agenda. PUBLIC HEARINGS 1. SUP-2019-02 Griffin Farms Townhomes. (Theresa Thompson) Planning Department staff presented the staff report for SUP-2019-02 Griffin Farm Townhouse/Special use permit. Commissioner Shipp made a motion to approve Dan Morse, Lee Bowman and Landon Lovelace as experts, seconded by Commissioner Bonitz. Vote Aye-5 Nay-0 Mayor Nass: NIA Mayor Pro Tern Baldwin: Aye Commissioner Bonitz: Aye Commissioner Farrell: Aye Commissioner Fiocco: Aye Commissioner Shipp: Aye Motion passed. 2 Commissioner Fiocco made a motion to send request to the Planning Board for review, seconded by Commissioner Bonitz. REZ-2020-02 Parcel 8155. (Kayleigh Mielenz) Planning Department staff presented the staff report for REZ-2020-02 Parcel 8155. Commissioner Fiocco made a motion to send to Planning Board for review, seconded by Commissioner Farrell. Public Comment-None OLD BUSINESS 1. A-2020-02 Northwood MUPD. (Kayleigh Mielenz) Commissioner Fiocco made a motion to approve, seconded by Commissioner Shipp. Vote Aye-5 Nay-0 3 Mayor Nass: NIA Mayor Pro Tern Baldwin: Aye Commissioner Bonitz: Aye Commissioner Farrell: Aye Commissioner Fiocco: Aye Commissioner Shipp: Aye Motion passed. 2. REZ-2019-04 Old Graham Rezoning. (Theresa Thompson) Planning Department staff presented the staff report for REZ-2019-04. Commissioner Fiocco would like the applicant to recraft their proposal and bring it back to the board as soon as possible. Commissioner Fiocco made a motion for the applicant to consider what they heard tonight and come back when they are ready, seconded by Commissioner Bonitz. Dr. Linda Birnbaum to Discuss PFAS Contamination. Commissioner Shipp made a motion to remove item to a later date either September 14 or September 28, seconded by Commissioner Fiocco. Vote Aye-5 Nay-0 Mayor Nass: NIA Mayor Pro Tern Baldwin: Aye Commissioner Bonitz: Aye Commissioner Farrell: Aye Commissioner Fiocco: Aye Commissioner Shipp: Aye 4 Motion passed. 2. Main Street Pittsboro Fiscal Year 2019-20 Update. Maria Parker-Lewis presented and update on Main Street financials. 3. Main Street Pittsboro Fiscal Year 2019-20 Carryover Appropriations (Chris Kennedy) Commissioner Fiocco discussed returning unspent funds, the agreement doesn't state that funds must be returned if not spent. Doug Emmons and Maria Parker-Lewis spoke on how much Main Street has been an asset to Pittsboro and would how they want to see Pittsboro thrive. All Commissioner agreed with Main Street Carrying over unused funds. 4. Parks & Recreation Park name suggestions. (Jeff Jones) PARAB board have provided the Board with three names to be consider. Knight Farm Community Park-Bonitz, Shipp, Farrell, Baldwin Rabbit Run Community Park- Archie Cross Community Park-Baldwin, Fiocco Commissioner Bonitz made a motion to name the park after Knight Farm Community Park, seconded by Commissioner Farrell. Vote Aye-5 Nay-0 Mayor Nass: NIA Mayor Pro Tern Baldwin: Aye Commissioner Bonitz: Aye Commissioner Farrell: Aye Commissioner Fiocco: Aye Commissioner Shipp: Aye Motion passed. 5. Parks & Recreation Resolutions. (Jeff Jones) Commissioner Fiocco made a motion to direct the Town Manager to explore the cost and look further into the resolution and report back to the board, seconded by Commissioner Bonitz. Commissioner Updates: Commissioner Shipp would like the Town Manager to send him an email confirm what the Capital Purchases are on the Police Vehicles. Commissioner Shipp made a motion to direct the Town Manager to do a text amendment regarding the organization of the agenda.
